RECRUITMENT OF INDIVIDUAL ENERGY EXPERT TO SERVE AS A MEMBER OF THE HYDRO-POWER PANEL OF EXPERTS (HPPOE) FOR THE SPIN PROJECT

The Federal Government of Nigeria has received financing from the World Bank to implement the Sustainable Power and Irrigation for Nigeria (SPIN) Project through the Federal Ministry of Power and the Federal Ministry of Water Resources and Sanitation, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include Recruitment of Individual Energy Expert to serve as one of six Hydro-Power Panel of Experts (HPPOE) for the preparation of Nigeria Hydropower Development Master Plan (HMP) along with a Strategic Environmental and Social Assessment (SESA). The Hydro-Power Panel of Experts (HPPOE) will act as an independent technical advisory body to the Federal Project management Unit (FPMU), reviewing hydropower infrastructure designs for compliance with international and World Bank standards. The panel will be chaired by the Hydropower Specialist, who will lead and coordinate its activities. The assignment is time-based, with a two-year duration.

The Federal Ministry of Water Resources and Sanitation, represented by the FPMU of the SPIN Project, now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide their Curriculum Vitae (CV) demonstrating that they have the required qualifications and relevant experience to perform the Services. The selected consultant may be required to provide additional documents to support his/her qualification and experience. The Energy Expert will have a minimum of a Master’s degree in electrical engineering or another relevant field and at least 15 years of related experience to include power system planning, including generation, transmission and distribution, Experience in power system operation, long-term electricity demand forecasts, economic and financial analysis of electrification projects, preparation of electrification master plans, least cost generation expansion plans will be required.

A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.15, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September. 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
