SW5/Y2-NC007 • The Indian Ocean Commission (IOC) is an intergovernmental regional cooperation organization which brings together the Union of the Comoros, France, on behalf of Réunion, Madagascar, Mauritius, and Seychelles. Its mission is to strengthen the bonds of friendship and solidarity between peoples and to contribute through regional cooperation to the sustainable development of its member states. The IOC has received financing from the World Bank toward the cost of the Transform Fisheries Sector Management in South-West Indian Ocean Region and Maldives Project (TransFORM SWIOFish5) regional project and intends to apply part of the proceeds for consulting services. • The consulting services (“the Services”) include the Service contract for the Monitoring and Evaluation consultant for TransFORM Fisheries Sector Management in South-West Indian Ocean Region and Maldives Project (TransFORM SWIOFish5 Project), a position based at the headquarters of the Indian Ocean Commission (IOC) in Ebène, Mauritius with regional travel of missions on the sites of the project. The consultant's mission is i) to lead the implementation of the M&E system for Component 1 (Regional Evidence-based Management); ii) to coordinate with the Maldives M&E Consultant for project-wide monitoring and reporting; iii) to ensure data quality and timely reporting on regional indicators; iv) to support evidence-based decision-making and adaptive management; v) to facilitate learning and knowledge exchange across SWIO member countries.
