The Government of Sierra Leone has received financing from the World Bank toward the cost of West Africa Food System Resilience Program (FSRP-2) Sierra Leone and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the Conduct of Mid-term Evaluation for Food Systems Resilience Project across sixteen (16) Districts of interventions of the period of Implementation. The Objectives are: Assess the progress made towards achieving the development objectives of the project – Project implementation performance; evaluate the effectiveness of project intervention approaches and activities; assess the short-term impact on project beneficiaries; document what works well and what has not (Lessons), noting the strength, weaknesses, opportunities, and challenges; and, proffer practical recommendations for Performance Improvement Planning (PIP).
The duration of the assignment is Sixty (60) Days excluding weekends, and its expected start date in May 2026. The detailed Terms of Reference (TOR) for the assignment can be obtained via email to [email protected] and or the address given below.
The Project Management Unit now invites qualified individuals (Consultants) to indicate their interest in providing the Services. Interested Consultants should provide information (academic/ professional certificates and updated CVs) which demonstrate that they have the required qualifications and relevant experience to perform the Services.
The shortlisting and selection criteria shall be based on the following minimum qualification and experience:
Qualification:
The consultant should have at least MSc in Agricultural Economics, Food Security, Development Studies, or International Development from a recognized university either locally or internationally. A PhD is an added advantage.
Professional Experience:
- At least 7 years of experience in designing and executing baseline surveys for development programs.
- At least 3 years’ experience conducting surveys for agricultural projects/programs.
- Good understanding of the socio-economic situation of Sierra Leone and the current global crisis exacerbating livelihood constraints.
- Excellent experience working in a multi-stakeholder environment with demonstrable skill of effectively managing stakeholder involvement.
- Good experience in managing a nationwide survey with large survey teams and a demonstrable ability to effectively coordinate team members to deliver joint functions.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017, August 2018, November 2020, and February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultant will be selected in accordance with the Individual Consultant Selection Method set out in the “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017, August 2018, November 2020, and February 2025.
