Request for expressions of interest for selection of consulting firm for development of Smart Africa Strategic plan 2026 – 2030 Country: Rwanda Grant No.: IDA-E2670 Tender reference No.: RW-SAA-536757-CS-CQS Assignment Title: Consulting firm for development of Smart Africa Strategic plan 2026 – 2030 The Smart Africa alliance has received financing from the World Bank toward the cost of the Digital Transformation for Africa /Western Africa Regional Digital Integration Program - WARDIP) and intends to apply part of the proceeds for consulting services for development of Smart Africa Strategic plan 2026 – 2030.

The strategic plan will identify strategic objectives and key initiatives of Smart Africa in the next three years bearing in mind the constantly dynamic digital development landscape, including key programs, activities, outputs, annual targets, indicative resources required, and responsible actors). The work of consultant will include: The consulting firm will assess the implementation of the Triennial Strategic Plan for 2023-2025 and develop a three-year Strategic Plan for the period 2026-2030 through a participatory process involving all the key stakeholders within the Smart Africa Alliance and other key stakeholders • Review and assess implementation of the Triennial Strategic Plan for 2023-2025 and provide the main findings, lessons and recommendations to inform the next phase. • Develop the 2026-2030 Strategic Plan that aligns with the Smart Africa mission and vision.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria will focus on specific experience of the firm in conducting relevant assignment, years of experience in core business and technical and Managerial capability of the firm.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” seventh Edition September 2025 setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the quality and cost best selection method set out in the world Bank Procurement Regulations.
