  • Prior involvement in capacity building and knowledge transfer to local counterparts is an advantage. • Experience in using the WB STEP system is an added advantage Skills and Competencies • In-depth knowledge of the best international practices in contract management, procurement regulations, and project implementation for infrastructure investments. • Strong analytical, negotiation, and problem-solving skills, with the ability to address technical, legal, and financial aspects of contract management. • Excellent organizational and time management abilities, with a demonstrated capacity to manage multiple contracts and stakeholders simultaneously. • Proficiency in contract management and project management software; advanced skills in Microsoft Office Suite are essential. • Outstanding written and verbal communication skills in English; knowledge of Portuguese is highly desirable. • Demonstrated ability to work effectively in multidisciplinary and multicultural teams, and to interact with government officials and utility staff. • High ethical standards, attention to detail, and commitment to delivering results under tight deadlines. The Contract Management Specialist will work in Angola, Luanda, in the office assigned to ESIAP. The role may also necessitate periodic travel to project implementation sites across Angola, including visits to project sites or utility offices as necessary to support project implementation and oversight. The duration of the assignment of the Contract Management Specialist will be for a period of 18 months, on a full-time basis, with possible extension upon satisfactory performance. The attention of interested Consultants is drawn to Section III, paragraphs 3.15, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers, seventh edition, September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A consultant will be selected in accordance with the Individual Consultant (IC) selection method set out in the World Bank Procurement Regulations.
