The Intergovernmental Authority on Development (IGAD) has received financing in the amount of US$ 25 Million equivalent from the World Bank/IDA toward the cost of the Food Systems Resilience Program for Eastern and Southern Africa -I (FSRP), and it intends to apply part of the proceeds to payments for consulting services.
Objective(s) and Scope of the Assignment
The overall objective of the program is to increase the resilience of food systems and preparedness for food insecurity in participating countries ,to achieve this objective and to deliver the mandate of the program, IGAD seeks the services of Gender Expert. (The Detailed Terms of Reference (TORs) are attached to this REOI).
IGAD now invites eligible individual consultants to indicate their interest in providing these services. Interested individual consultants must provide information indicating that they are qualified to perform the services of Gender Expert (i.e., updated CVs, description of similar assignments, experience in similar conditions, and availability of appropriate skills etc.).
The attention of interested Consultants is drawn to paragraph 3.14 of the World Bank’s Procurement Regulations for IPF Borrowers "Procurement in Investment Project Financing, Goods, Works, Non-Consulting, and Consulting Services,” Fourth Edition, November 2020; the World Bank’s “Guidelines on Preventing and Combatting Fraud and Corruption” revised July 1, 2016.
Qualifications and experience required:
- The Specialist/Expert must have a Master’s degree in social science or other relevant fields from a reputed public university.
- At least 5 years of relevant experiences in social and gender development, preferably in development projects and understand the policies and strategies in relation to gender and the requirement of the World Bank on gender and disability, GBV and labour influx.
- Knowledge of, and involvement in, programs implemented by regional and international organizations such as, WB, AFDB, EU, African Union are highly desirable
- Fluency in English is required. French is an added advantage
- Excellent presentation skills with written and oral communications are desired.
- Excellent IT / computer skills including MS Office (Word, Excel, and PowerPoint).
