FEDERAL GOVERNMENT OF NIGERIA FEDERAL MINISTRY OF WATER RESOURCES AND SANITATION IN COLLABORATION WITH FEDERAL MINISTRY OF POWER SUSTAINABLE POWER AND IRRIGATION FOR NIGERIA (SPIN) PROJECT IDA Credit No: P179684 REQUEST FOR EXPRESSIONS OF INTEREST FOR CONSULTANCY SERVICES RECRUITMENT OF INDIVIDUAL GEOTECHNICAL EXPERT TO SERVE AS A MEMBER OF THE HYDRO-POWER PANEL OF EXPERTS (HPPOE) FOR THE SPIN PROJECT REF. NO: FMWR&S/SPIN/INDV/CS/2025/026 The Federal Government of Nigeria has received financing from the World Bank to implement the Sustainable Power and Irrigation for Nigeria (SPIN) Project through the Federal Ministry of Water Resources and Sanitation in collaboration with Federal Ministry of Power, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include Recruitment of Individual Geotechnical Experts to serve as one of six Hydro-Power Panel of Experts (HPPOE) for the preparation of Nigeria Hydropower Development Master Plan (HMP) along with a Strategic Environmental and Social Assessment (SESA). The Hydro-Power Panel of Experts (HPPOE) will act as an independent technical advisory body to the Federal Project management Unit (FPMU), reviewing hydropower infrastructure designs for compliance with international and World Bank standards.

The panel will be chaired by the Hydropower Specialist, who will lead and coordinate its activities. The assignment is time-based, with a two-year duration. Interested Consultants should provide their Curriculum Vitae (CV) demonstrating that they have the required qualifications and relevant experience to perform the Services. The selected consultant may be required to provide additional documents to support his/her qualification and experience. The Geotechnical Engineer shall have a minimum of Bachelor’s Degree in civil engineering or equivalent and preferably also a Master’s Degree or equivalent in Geotechnical or civil engineering and must have at least 20 years of professional experience.

Work for review of design or construction supervision of similar Hydropower Projects is highly preferred. A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations. The attention of interested Consultants is drawn to Section III, paragraphs, 3.15, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” February.
