The Government of The Gambia has received financing from the World Bank towards the cost of the Second Additional Financing for Integrated Financial Management Information Systems Project, and it intends to apply part of the proceeds to payments for consulting services of an IFMIS Expert for the Government of the Gambia.
The overall objective of the assignment is effectively support GOTG (Accountant General’s Department) in the management and implementation of the additional IFMIS activities/modules within the time frames and budgets specified
The consulting services shall be provided for a period of twelve months renewable depending on satisfactory performance and availability of funds. However Consultant will be on a probation period of 3 months after which an assessment will be conducted to determine extension for the remaining period.
The Ministry of Finance and Economic Affairs now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information in the form of detail CV outlining relevant experience, qualifications and capability to undertake the assignment. The short listing criteria are as follows:
- A Bachelor’s Degree in Information Technology/Systems, Project Management or Accounting /Finance, or a recognized professional accountancy qualification, is required. Possession of an advanced degree (Masters) in any of the above fields will be an added advantage.
- At least ten (10) years proven track record of successfully implementing large-scale financial management system in the Public Sector is required. Public sector experience in this area will be highly regarded.
- The IFMIS Expert should have demonstrable project implementation/management skills for projects of a similar nature and complexity. A certification in project management (PMP, PRINCE2) would be an added advantage;
- Good knowledge, and at least five years of experience in the use, of Epicor Enterprise Resource Planning (ERP) is required;
- The IFMIS Expert will be expected to have current knowledge and understanding of developments in the discipline of Project Management, particularly in an IT environment.
- The IFMIS Expert must possess sufficient IT/IS training and experience in the implementation of complex IT systems of the magnitude of an IFMIS covering aspects of system design, networking, database management, application development and implementation, testing and integration, support and maintenance and other IT related implementation activities.
- Experience in change management’ in large organizations will be advantageous.
- Experience in business process re-engineering in large organizations is required.
- Strong inter-personal and communication skills will be critical factors in carrying out this assignment, and will therefore be highly valued as will the ability to lead and work as part of a team.
- Transfer of knowledge will play an important role in this assignment therefore mentoring and training skills and experience will be advantageous.
- Applicants must have knowledge and understanding of Public Financial Management and developments in International Accounting Standards (IAS), International Public Sector Accounting Standards (IPSAS) and the IMF’s Government Financial Statistics (GFS) reporting requirements.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers July 2014 edition. (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with Individual Consultant Selection method (IC) method set out in the Consultant Guidelines; World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers July 2014. In addition to the comparism of CVs , an interview and reference check will be conducted for the shortlisted Consultants to determined the most experienced, best qualified and fully capable of carrying out the assignment .
