Project Background

The Federal Government of Somalia has received a grant from the International Development Association (IDA) of the World Bank toward the cost of the Regional Digital Integration Project (EA-RDIP). The Ministry of Communications and Technology (MoCT) in the Federal Government of Somalia is the implementing agency for the Regional Digital Integration Project (EA-RDIP) in Somalia.

The Ministry of Communications and Technology (MoCT) intends to apply part of the proceeds of these Grants to finance for the position of PIU- Monitoring and Evaluation (M&E) Specialist. MOCT is looking to hire a qualified Monitoring and Evaluation (M&E) Specialist to support ensuring an effective and efficient implementation of all monitoring and evaluation activities associated with the project. The Monitoring and Evaluation (M&E) Specialist is part of the project implementation unit (PIU) based in Ministry of Communications and Technology in Mogadishu and she/he will report to the project coordinator of EA-RDIP.

The Regional Digital Integration Project (EA-RDIP) is to address connectivity needs for countries in the Horn of Africa region. The proposed program aims to advance the regional integration of digital markets in Eastern Africa through supporting cross-border connectivity, harmonization of data and e-commerce regulations and policies, and removal of trade barriers, with the vision of establishing a Single Digital Market (SDM). The EA-RDIP project has four components, as briefly described below:

  • Component 1. Connectivity Market Development and Integration.
  • Component 2. Data Market Development and Integration.
  • Component 3. Online Market Development and integration.
  • Component 4. Project Management and implementation.

Scope of Work

The PIU- Monitoring and Evaluation (M&E) Specialist is aimed to support the project coordinator, the project implementation unit, and the project stakeholders in carrying out an effective and efficient implementation of all monitoring and evaluation activities associated with the project, this will include handling the project monitoring and evaluation plan, and monitoring processes with commitment to maintain a proper monitoring and evaluation filling system and contracts management in full compliance with the provision of the World Bank’s monitoring and evaluation Regulation, and Project Implementation Manual, and in respect to the World Bank project financing agreement. The Monitoring and Evaluation (M&E) Specialist will guarantee timely submission of M&E reports in consultation and coordination with the project coordinator and project stakeholders, and in compliance with the World Bank’s monitoring and evaluation Regulation. Qualifications and Experiences

Selection Criteria

The qualifications and experience of the successful candidate are set out below.

  • University Bachelor’s Degree from an accredited University in relevant discipline in; (Business or Public Administrations, Project Management, International Development, Social Science; or equivalent).
  • A minimum of seven (7) years’ experience in monitoring and evaluation; of which at least four (4) years should be preferably specific experience in Somalia in the planning, monitoring and evaluation of international donor-funded development projects related to public resource management.
  • Professional training in Monitoring and Evaluation with a reputable agency is preferred.
  • Demonstrated experience in developing and implementing comprehensive M&E systems especially for grant-funded projects.
  • Proven ability to prepare clear and concise project reports with extraordinary attention to details.
  • Excellent command of the English and Somali languages with strong verbal and written communication skills.
  • Strong analytical skills, good report writing and presentation skills and ability to communicate effectively.
  • Monitoring and evaluation of plans and programs.
  • Strong orientation and knowledge in establishing baseline measurements for results monitoring.
  • Ability to see and manage risks and consequences.
  • Functions effectively in a team of professionals.
  • Experience working in development projects within the FGS or Federal Member States, and good knowledge of Public Sector issues.

Project Management Experience

  • Experience working in a fragile environment will be an advantage.
  • The ability to draft reader-friendly documents by simplifying research reports for different target audiences, including the general public.
  • Excellent English language both written and oral with great attention to detail.
  • Excellent organizational and administrative skills, including the ability to manage priorities, work under pressure and meet tight deadlines with minimal supervision.
  • The ability to work in a proactive and autonomous way.
  • Ability to adapt priorities in order to respond to changing demands innovatively.
  • Proactive and use of initiative to achieve desired results.
  • Ability to facilitate learning and knowledge management between staff working on the Project and among other stakeholders.
  • Well-developed skills in managing websites, ensuring high-quality content and using them as a way to promote external and internal communications.
  • Proven ability to manage the design, printing and distribution of high-quality publications.
  • Strong IT skills (Word, Excel).

Duration of the Assignment: The PIU- Monitoring and Evaluation (M&E) Specialist will be engaged for a period of one (1) year subject to renewal on an annual basis based on satisfactory performance certified by MOCT and availability of funds.

The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing - Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017, August 2018, November 2020 and September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

The selection will be conducted in accordance with the procedures for selection of Individual Consultants set out in the World Bank Procurement Regulations for Investment Project Financing (IPF) Borrowers dated September 2023 (Procurement Regulations).
