The Permanent Okavango River Basin Water Commission (OKACOM) has received financing from the World Bank toward the cost of the CORB-FIT and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include providing technical leadership and hands-on support in procurement planning, bidding, evaluation, contracting, and contract management; strengthen the capacity of the project team; and ensure full compliance with the financing organizations’ procurement regulations and applicable national legislation. The contract of the Procurement Manager will be for three (3) years subject to renewal based on performance in satisfying the objective of this position or depending on material changes to project design or budget. The expected date of assignment is 1 July 2026

The OKACOM now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are:

• Qualifications and competence for the Assignment 30 points
• Specific experience relevant to the assignment- 60 points
• English Language 10 points Following evaluation of the CVs of individual consultants, the candidate who is evaluated as the best qualified for the assignment will be invited to contract negotiations and signing.

The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers [dated September 2025] (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
