- The Eastern and Southern Africa Trade and Development Bank (TDB) Group has received financing from the World Bank toward the cost of the Africa Green Resilient and Inclusive Housing De-Risking (GRIHD) Facility and intends to apply part of the proceeds for consulting services.
- The consulting services (“the Services”) include the Procurement Specialist assignment. This Consultant shall work for an initial period of twenty-four (24) calendar months from contract commencement date. This initial period is subject to extension(s), based on GRIHD Project needs, funds availability, and satisfactory performance. The objective of the assignment is for the Procurement Specialist to provide procurement and contract management services in accordance with World Bank’s Procurement Regulations applicable to the GRIHD Project. This is intended to ensure adequate procurement and contract management capacity of TDB and the GHVC Fund / Fund Manager to accelerate the implementation of the GRIHD Project activities and ensure procurement and execution of GRIHD Project activities within scope, time, and quality to achieve value for money.

- TDB now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (cover/application letter summarizing the relevant experience and indicating its relevance to the assignment, detailed curriculum vitae (CV), copies of documentary evidence of academic qualifications, experience, professional qualifications, and registration/licensing with professional bodies).
- The shortlisting criteria are:
a. A minimum a Bachelors’ Degree in Procurement, Management, Business Administration, Accounting, Law, Engineering or closely related field from a recognized institution
b. A minimum of twelve (12) Years of general experience in the procurement field.
c. A minimum of seven (7) years of combined work experience in similar assignments such as procurement of works, goods, non-consulting services and consulting services with World Bank-funded projects or similar multi-development bank or development partner-funded projects.
d. Be registered with valid membership and valid annual practicing license from recognized professional body.
e. Fluency in English is required.
- The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” First Published July 2016 and Revised Fifth Edition September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
