The Government of Botswana has applied for financing from the World Bank toward the cost of the Botswana Health Emergency Preparedness, Response, and Resilience (HEPRR) Project, and intends to apply part of the proceeds for consulting services.

The consulting services ("the Services") include supporting the Project Preparation Team (PPT) and the Project Implementation Unit (PIU) of the HEPRR Project in all procurement planning and management activities, in full compliance with the World Bank Procurement Regulations for IPF Borrowers (February 2025 version) and the relevant Financing Agreement.

The HEPRR Project aims to strengthen health system resilience and multisectoral preparedness and response to health emergencies in Botswana. The project is organized around four components: (i) strengthening health system preparedness and resilience; (ii) improving early detection and response through a multisectoral approach; (iii) project management and Monitoring and Evaluation; and (iv) a Contingent Emergency Response Component (CERC). The Ministry of Health (MoH) is the lead implementing entity.

The Project Procurement Consultant will be responsible for, among other things, the following: developing the Project Procurement Strategy for Development (PPSD) and the project procurement manual, including accompanying guidance notes; conducting market analysis, risk analysis, and early market engagement activities; preparing bidding documents, Requests for Proposals, technical specifications, Terms of Reference, and evaluation criteria for goods, works, and consulting services; managing and updating all procurement data in the World Bank's Systematic Tracking of Exchanges in Procurement (STEP) platform, including publishing the General Procurement Notice and Specific Procurement Notices for the first year of project implementation; leading cost estimations and developing implementation and monitoring plans for procurement activities; supporting evaluation committees in bid opening, shortlisting, evaluation, and contract negotiations; assisting in contract management and maintaining a systematic and audit-ready procurement filing system; and preparing monthly, quarterly, and annual procurement progress reports.

The duration of the assignment is an initial period of four (4) months under a time-based contract.

The consultant will be based at the Ministry of Health in Gaborone, Botswana, and will report to the Project Coordinator, working in close coordination with the World Bank Task Team.

The Ministry of Health now invites eligible individual consultants to indicate their interest in providing the Services. Interested consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are as follows:

  • A degree in Procurement, Supply Chain Management (CIPS Level 6, CPM, or CPIM), Accounting, Business Administration, Finance, Law, or Engineering, complemented by a Project Management Certification where the degree is in a related field. A Master's degree in any of the above fields is an added advantage.
  • A minimum of five (5) years of professional experience in public procurement.
  • Demonstrated experience working on donor-funded projects. Experience on World Bank-financed projects is a distinct advantage. A proven track record of successful delivery of at least two (2) projects in the capacity of a procurement expert.
  • Strong knowledge of World Bank procurement policies and national procurement legislation.
  • Proficiency in e-procurement systems, including the STEP platform. Proficiency in Microsoft Office applications.
  • Ability to train non-procurement stakeholders on procurement processes and requirements.
  • Fluency in written and spoken English is required.

The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank's Procurement Regulations for IPF Borrowers (February 2025 version), setting forth the World Bank's policy on conflict of interest.

An individual consultant will be selected in accordance with the procedures set out in the World Bank's Procurement Regulations for IPF Borrowers (February 2025 version).
