The Government of Sierra Leone has received financing from the World Bank toward the cost of West Africa Food System Resilience Program (FSRP-2), and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include Under the direct supervision of the Project Manager, responsible for (i) manage and carry out the procurement activities required for implementation of all the Projects in the World Bank portfolio in accordance with the Project’s covenant documents such as the Financing Agreements, World Bank’s Guidelines and procedures for hiring consultants, among others; and (ii) required to be familiar with the World Bank and Government of Sierra Leone financial management laws, procedures, regulations, policies, the Project’s covenant documents, including the Financing Agreements, Project Appraisal Document, Project Implementation Manual, Disbursement and Financial Information Letter (DFIL), Project Appraisal Document (PAD. The duration of the assignment is Twelve (12) months, and it expected start date in May,2024. The Project Management Unit now invites qualified individuals (Consultants) to indicate their interest in providing the Services. Interested Consultants should provide information (academic/ professional certificates and updated CVs) which demonstrate that they have the required qualifications and relevant experience to perform the Services. The shortlisting and selection criteria shall be based on the following minimum qualification and experience:
The minimum qualification and experience are:
- A holder of a master’s degree in accounting or finance with proven practical experience, or related field.
- A recognized professional accounting qualification (e.g. CPA, ACCA, ACA or equivalent);
- Minimum of 7 years qualification experience in finance functions in reputable organization, Government Agency or donor funded projects environment and strong familiarity with the operational procedures of the World Bank, and other development partners with at least 5 years in a senior management position.
- Knowledge of International Accounting standards (IPSAS Cash) and Experience in interpreting financial management reports, analysing variations to plans and determining remedial actions required.
- Knowledge of public sector accounting procedures and operational knowledge of international and country financial and accounting management practices.
- Must have Experience and familiarity with World Bank reporting requirements, disbursement procedures, submission of Withdrawal Applications and the maintenance of Designated Accounts.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017, August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultant will be selected in accordance with the Individual Consultant Selection Method set out in the “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017, August 2018 and November 2020.
