- This Request for Expression of Interest follows the General Procurement Notice for the Project that appeared in Development Business Issue No. P1214050 of 20th June 2023.
- The Government has received a credit from the World Bank (the Bank) towards the cost of the Second Kenya Urban Support Program (KUSP II) and intends to apply part of the proceeds of this Credit towards payments under this contract: Consulting Services for an Urban Resilience and Planning Specialist.
- The primary objective of the consulting services is to integrate resilience and sustainability into urban development and planning frameworks. The specialist will achieve this by providing specialised expertise to the State Department, the National Program Coordination Team, and participating counties and municipalities to prioritise climate resilience and sustainability in project management, spatial and integrated planning, and infrastructure investments, aligning with the National Urban Development Policy and KUSP II goals.
- The tasks to be carried out under the assignment includes but not limited to:
a)Build Capacity for Urban Resilience
b)Develop and continuously review IDeP templates to incorporate climate resilience principles.
c)Facilitate implementation of Urban Resilience Strategies and guiding notes and develop associated templates.
d)Enhance Municipal Planning Capacities.
e)Support management of RA 2 activities.
f)Support Legislative and Policy Alignment

- The Consultants shall possess the following minimum qualifications and experience:
a)A minimum of a Master’s degree in Urban and Regional Planning, Urban resilience, Disaster Risk Management or a related field from a university recognized in Kenya,
b)Professional registration with valid membership and valid annual practicing license from an urban planning body recognised in Kenya.
c)A minimum of 8 years of professional experience in urban resilience and sustainability, with a focus on climate adaptation and sustainable development in a developing country context.
d)A minimum of 5 years of experience in spatial planning, policy development, or urban resilience and policy research.
e)A minimum of 5 years of project management experience, including overseeing complex, multi-stakeholder and multi-level projects across national and sub-national entities.
f)Experience in national and sub-national donor-funded projects, and familiarity with the Kenyan urban development sector.
- The Ministry of Lands, Public Works, Housing and Urban Development – State Department for Housing and Urban Development (the Client) through the Second Kenya Urban Support Program (KUSP II) now invites eligible Individual Consultants to express their interest in providing the services; Interested Individuals must provide information indicating that they are qualified to perform the services (viz Curriculum Vitae (CV); copies of Academic and Professional Qualifications and Registration/Licensing Certificates).
- The attention of Consultants’ is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and Revised November 2020 (Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
- The Individual Consultant will be selected in accordance with the Selection of Individual Consultants Method set out in the Procurement Regulations.
- Interested Individual Consultants may obtain further information at the address given below from 0900hrs to 1700hrs East African Time (EAT) from Monday to Friday excluding lunch hour (1300hrs-1400hrs) and public holidays.
- Expression of Interest shall be delivered by Wednesday 17th December 2025 at 1100hrs EAT using one of the following modalities;
