Rwanda Biomedical Centre hereinafter called ‘’Client” intends to apply a portion of the funds to eligible payments under the tender for Rehabilitation and extension of water supply systems in Rubavu district under SPRP.

The tender name is Rehabilitation and Extension of water supply systems in Rubavu District, category A in Drinking water.

Rwanda Biomedical Centre now invites, by the present invitation to tender, bids from eligible and qualified bidders for construction/rehabilitation of water supply systems. The execution period will be Nine (9) months from the date of reception of service order.

Bidding will be conducted through national open competitive bidding and participation to the competition is open to all companies or enterprises allowed to compete for tenders under Category A; in drinking water supply and have a trading License and RPPA categorization in the related construction field.

Interested eligible bidders may obtain further information and inspect the Bidding Documents through e-procurement system,

Qualifications requirements include[1]: technical capability (qualified key personnel and similar references), financial capacity (annual turnover, Credit line etc….) more information on requirements are mentioned in the Bid Data Sheet. A margin of preference for eligible national bidders/joint ventures “shall” be applied.

A complete set of bidding Documents in English may be obtained by interested bidders in e-procurement system. The interested bidder shall present in the e-procurement system the bank slip as a proof of payment of a nonrefundable fee of 10,000 Rwf or its equivalent in a freely convertible currency at the exchange rate applicable at the National Bank of Rwanda (BNR) at the day of payment.

A compulsory site visit is scheduled and will be conducted by RBC and WASAC Group Ltd. The venue for departure is fixed on 16th February 2026 at 9:00 a.m local time or 7:00 a.m GMT at Rubavu District Head Quarter. Please contact Eng. ABAYISENGA Aime Samuel at 0788730242 for orientation.

Bids will be submitted through E-Procurement system at the date and time specified in e-procurement system at the date and time indicated. Bids will be opened electronically in the E-procurement system at the date and time indicated.

All bids must be accompanied by a Bid Security (from Bank or other recognized financial institution) of the amount specified in the e-procurement system.

Bidding will be conducted in accordance with the Law N°62/2018 of 25/08/2018 governing public procurement and instruction and condition of categorization of companies will be applied. Bids shall remain valid for 120 days starting from the day of submission.
