SOUTHERN AFRICAN DEVELOPMENT COMMUNITY GROUNDWATER MANAGEMENT INSTITUTE (SADC-GMI) WORLD BANK ASSISTED Project ID: P127086 Issuance Date: 18 March 2020 REQUEST FOR EXPRESSIONS OF INTEREST (REOI) CONSULTING SERVICES CONSULTANCY SERVICES FOR THE REVIEW OF SADC-GMI SUB-GRANT MANUAL ZA-SADC-GMI-148828-CS-CQS • Background The Southern African Development Community Groundwater Management Institute (SADC-GMI) is a regional centre of excellence on groundwater management hosted by the University of the Free State in Bloemfontein, South Africa on behalf of and under the strategic guidance of the SADC Secretariat, Directorate of Infrastructure and Services – Water Division, in Gaborone, Botswana.

The SADC-GMI received a grant from the GEF and CIWA through the World Bank to implement the Sustainable Groundwater Management in SADC Member States project (P127086) until 31 December 2020. SADC-GMI intends to deploy a portion of this grant to fund the consultancy services for “Review of the SADC-GMI Sub-Grant Manual. • Objective of the Assignment The overall objective of this assignment is to review and revise the current the Sub-grant manual. The revised sub-grants manual is meant to provide a framework to strengthen the capacities and accountability of sub-grantees, enhance the quality of services, and create a sustainable and efficient grant management process. • Specific Tasks and Activities In order to fulfil the objectives of this assignment, below is a list of non-exhaustive key tasks that the consultants should undertake: • Review the requirements of the Project Implementation Manual relating to the sub-grant scheme (to be provided on appointment). • Review the current SADC-GMI sub-grant manual. • Review other practical and relevant sub-grant manuals used in the region and other best practices for similar projects. • Decide on the appropriate approach and content of the revised sub-grant manual in consultation with the client and Members States. • Conduct virtual interviews with relevant staff and stakeholders where required;(refer to stakeholders who have used the current manual to solicit their opinion) • Develop a revised sub-grant manual for the current project. • Present the revised sub-grant manual to the SADC-GMI staff, and the Project Steering Committee at a venue to be decided in consultation with the SADC-GMI • Revise the sub-grant manual based on feedback received within two weeks of the submission of the final draft manual. • Eligibility and Expression of interest submission requirements Interested consultancy firms are requested to submit an expression of interest.

The expression of interest should include the following. a) Valid Business License b) Registration Certificate of Incorporation. TIN and VAT c) Availability of Professional Key Staff with Suitable Qualifications in the field of assignment. d) Evidence of at least 3 similar projects previously successfully completed, of which one was in the SADC region. e) Evidence showing the technical and managerial capabilities of the firm in the field of assignment. f) Brief description (not more than 3 pages) of the proposed Methodology of carrying out the scope of the work. g) The EOI submission should not exceed 30 pages.

Please note submissions exceeding thirty pages inclusive of all attachments will be disqualified. • Schedule and Duration of Assignment This consultancy is a once-off engagement involving the deployment of a total of 75 man-days by the 1 key experts over a period of 5 months as described in the detailed TOR available on the SADC-GMI website.
