Title: Rollout of PFMS GM Module to include Donor Funded Projects (DFPs)

  • The Government of Zimbabwe has received a grant from The World Bank to finance the Public Financial Management Enhancement Project.

The overall development objective of the Project is to improve control, transparency and accountability, and oversight in the use of public resources in Zimbabwe. The project will involve the Government of Zimbabwe (GoZ) through the Ministry of Finance & Economic Development (MoFED) expanding the use and coverage of the government-wide financial management system across central government, local authorities, and recently; specific MDAs that are handling Donor Finance Projects (DFPs). The extension of the Public Financial Management System (PFMS) for processing and reporting on donor financed projects includes the rollout of existing Grants Management (GM) module of the SAP application.

The Government of Zimbabwe intends to apply part of the funding towards the hiring of an individual consultant. The consulting services (“the Services”) would cover the following activities:

The Consultant will support the Government of Zimbabwe through the Ministry of Finance and Economic Development during the rollout of existing GM module of the PFMS by performing a gap analysis, and developing necessary reports. This assignment is expected to be completed within 6 months (full time onsite support).

The specific objectives of the assignment are as follows:

  • Gap Analysis “if any”: the purpose of this is to undertake gap analysis “if any” and further configuration or adjustment of existing GM module to capture a broader set of donor funded projects.;
  • Support the MoFED in the Development of Custom Reports: the purpose of this is to support the MoFED/ ICT in the development of custom reports exclusively for Donor Financed Projects.
  • The Ministry of Finance & Economic Development now invites qualified Individual Consultant (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The PFMIS selection/implementation consultant shall have the following qualifications:

  • Graduate University Degree in public finance, engineering/computer science, information systems, public accounting or other related fields, with a focus on the development of management information systems and similar applications;
  • Training on SAP Financials;
  • Training on SAP Grants Management;
  • At least 5 years’ experience in the Design, Configuration and Implementation of SAP Financials and Grants Management modules; evidence of participation in similar activities in at least two successfully completed projects are required;
  • Proven Experience in Business Process Reviews; evidence of at least two BPRs on SAP Financials or Grants Management modules required;

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers (“Consultant Guidelines”) - January 2011, revised July 2014, setting forth the World Bank’s policy on conflict of interest.
