REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL SELECTION) Country: Kenya Project: Regional Infrastructure Financing Facility (RIFF) Project ID: P171967 Loan No./Credit No./ Grant No.: IDA-67110 Assignment Title: Senior Data privacy and information disclosure consultant Reference No.: KE-TDB-499230-CS-INDV • The Eastern and Southern Africa Trade and Development Bank (TDB) Group has received financing from the World Bank toward the cost of the Regional Infrastructure Financing Facility (RIFF) and intends to apply part of the proceeds for consulting services. • The consulting services (“the Services”) include the Senior Data privacy and information disclosure consultant (Individual Consultant) assignment for a period of twelve (12) calendar months from contract commencement date.

The objective of the assignment is to oversee the implementation of TDB Group’s Data Privacy and Information Disclosure framework by defining, developing, and implementing data privacy policies, monitoring compliance, evaluation of privacy practices and training stakeholders. • The detailed Terms of Reference (TOR) for the assignment can be found at the following website: https://www.tdbgroup.org/wp-content/uploads/2025/08/2.-TOR-Senior-Data-Privacy-Consultant-ToR_28-08-2025.pdf • TDB now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (cover/application letter summarizing the relevant experience and indicating its relevance to the assignment, detailed curriculum vitae (CV), copies of documentary evidence of academic and professional qualifications). The shortlisting criteria are: • A minimum of a master’s degree in Business Administration, Information Systems, Information Technology, Cybersecurity, Computer Science, Data Management, Engineering, or a related field from a recognized institution. • A minimum of 8 years of general experience in information management, compliance, data governance, and management of enterprise operations. • A minimum of 5 years of specific experience in a senior leadership role focused on data privacy and protection, including oversight of organization-wide data privacy programs, implementation of data protection frameworks, and management of compliance with major international and regional regulations, including but not limited to GDPR.
