Assignment Title: Consultancy Services for Socio-Economic Infrastructure Needs Assessment Study for Communities under the Lake Victoria Basin Development Program in Busia, Siaya, Kisumu, Homabay and Migori Counties

- The Government of the Republic of Kenya has received a grant from the World Bank towards the cost of the proposed Lake Victoria Basin Development Program (LVBDP) and intends to apply part of the proceeds for Consulting Services.
- The Consulting Services (“the Services”) comprise undertaking a comprehensive Socio-Economic Infrastructure Needs Assessment for communities situated within the influence area of the proposed project corridors, namely: (i) Matayos–Port Victoria–Nyamonye–Asembo Bay–Otonglo Road and Awasi–Katito Road corridors, with an approximate combined length of 395 km; and (ii) Homa Bay–Nyagwethe–Sori–Muhuru Bay Road corridor, with an approximate length of 350 km. The assignment covers the five counties of Busia, Siaya, Kisumu, Homa Bay, and Migori. For purposes of the assessment, the study area shall be limited to an approximate radius of 10km of the respective project corridors.
- The period of the consultancy service is 6 months and the estimated number of person-months of key professional personnel is forty (40) staff-months. The Detailed Terms of Reference (TOR) for the assignment can be found at the following website: www.kenha.co.ke
- The Kenya National Highways Authority, a State Corporation under the Ministry of Roads and Transport established under the Kenya Roads Act, 2007, now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
a) Firm Registration. The firm shall have at least ten (10) years' experience in socio-economic infrastructure planning, needs assessments, development studies, or closely related consultancy services for infrastructure-led projects
b) Firm Experience. The firm shall demonstrate capacity and experience in undertaking socio-economic infrastructure needs assessments, sector diagnostics, investment planning, and/or corridor development studies for a period of not less than ten (10) years. The firm shall have successfully undertaken at least three (3) similar assignments in scope and operating environment within the last ten (10) years. Similar assignments include, but are not limited to, socio-economic baseline studies, integrated infrastructure needs assessments, investment plans, or sector development studies for blue economy (lake or ocean) corridors, or similar multi-county/multi-sector contexts in Sub-Saharan Africa.
c) Firm Technical Capacity. The firm must demonstrate a staffing establishment that specifically meets the qualification requirements for all key expert positions defined in the Terms of Reference.
Key Experts will NOT be evaluated at the shortlisting stage.
- Due to the need for brevity, interested Consultants should only provide sufficient information that will enable the Implementing Agency to determine the Consultant’s capabilities in the field of the assignment, but legal documents such as certificates of incorporations, power of attorney, or translations of standard brochures should not be submitted at this stage. The maximum page limit for the EOI, including any annexes, shall therefore not exceed 20 pages. This limit applies for single entities as well as firms in associations.
- The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulation for IPF Borrowers, First Published July 2016 and Revised in September, 2025 (7th Edition) (“Procurement Regulations”) setting forth the World Bank’s policy on conflict of interest.
- Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
- A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations.

TENDER No.: KeNHA/2965/2026 by Tuesday, 16th June 2026 at 1100hrs (East Africa Time). Expressions of Interest delivered in person shall be deposited in the tender box at Barabara Plaza, Block C, 2nd Floor.
There shall be no public opening of the Expressions of Interest.
