SPECIFIC PROCUREMENT NOTICE

• The Federal Republic of Nigeria has received financing from the World Bank toward the cost of the Agro-Climatic Resilience in Semi-Arid Landscape (ACReSAL) Project and intends to apply part of the proceeds toward payments under the contract for Storm Water Management and Land Reclamation in Eruda, Ilorin West LGA, Kwara State.

• The Kwara State Ministry of Environment, through the State Project Management Unit (SPMU) of ACReSAL now invites sealed Bids from eligible Bidders for the activity. The Storm Water Management Works involve construction of concrete channels, including culverts, covering a length of 7.1km and bioremediation. The construction is expected to be completed in 540 days. Margin of Preference shall not be allowed.

• Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing,” 7th Edition – September 2025 (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations.

• Interested eligible Bidders may obtain further information from the office and inspect the bidding document during office hours 9:00 am to 5:00 pm (local time) at the address given below.

• The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of One Hundred and Fifty Thousand Naira (NGN 150,000.00) only in form of Bank Draft or direct bank transfer into the account below and evidence of transfer submitted with the application. • Bids must be delivered to the address below on or before 13th August 2026 by 12:00 Noon (local time). Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 13th August 2026 by 12:00 Noon

• All Bids must be accompanied by a Bid Security of NGN 395,000,000.00 in the form specified in the bidding document.

• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
