The assignment will assess current engagement, identify gaps, and develop a coherent, market-facing model for employer engagement, including country diagnostics, engagement roadmaps, and practical tools. Scope includes: Assessment of engagement with EBMOs and private sector actors Development of country diagnostics and 3–5 year roadmaps Design of an Employer Engagement Model and country blueprints Submission: Technical proposal (2–3 pages) Financial proposal CVs of team members Deadline: 2 April 2026 (17:00)
