Subject: The ProsperBlue Programme (formerly the Western Indian Ocean Governance Initiative - WIOGI), through the EU Action Stawi Bluu - Sustainable Blue Businesses in Tanzania, seeks to promote an inclusive, climate-resilient and sustainable Blue Economy along the Tanzanian mainland coast and Zanzibar. The Action is jointly co-financed by the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH as part of the Team Europe Initiative on Blue Economy for Job Creation and Climate Change Adaptation in Tanzania.
The Action contributes to strengthening marine and coastal biodiversity conservation while simultaneously creating sustainable economic opportunities, improving livelihoods, and increasing the resilience of coastal communities. This procurement contributes directly to Specific Objective 2 of the Action by strengthening sustainable and job-intensive businesses operating within the Blue Economy. The assignment focuses primarily on Output 2.1, while creating strong synergies with activities supporting enterprise development, access to finance, business incubation and sustainable coastal tourism under Outputs 2.2 and 2.3.The contractor will provide strategic and technical advisory services to strengthen selected aquaculture and fisheries value chains through a comprehensive market systems and value chain development approach.
During the inception phase, the contractor shall undertake a comprehensive value chain analysis to validate priority value chains, identify critical systemic constraints, opportunities for public and private investment, and entry points for sustainable interventions. The assignment is expected to promote innovation, strengthen business competitiveness, improve market access, increase productivity, enhance post-harvest value addition, and facilitate stronger linkages between producers, processors, service providers, financial institutions, research organisations and public sector stakeholders.
The intervention places particular emphasis on strengthening micro, small and medium-sized enterprises (MSMEs), promoting women's economic empowerment, creating employment opportunities for young people, and improving climate resilience through environmentally sustainable production systems and responsible resource management. Capacity development, institutional strengthening, practical training, business development services, demonstration activities and policy dialogue will support long-term sector transformation.
The contractor will work closely with GIZ, national and local government agencies, research and training institutions, the private sector, civil society organisations and financial institutions to facilitate coordinated implementation and ensure sustainability of results. The assignment is expected to contribute to resilient, competitive and inclusive aquaculture and fisheries value chains capable of generating economic growth while supporting the sustainable management of Tanzania's marine and coastal resources.
