Zambezi Watercourse Commission Zambezi River Basin Management Project (P143546) Project ID No: P143546 Credit No. TF018921 GENERAL PROCUREMENT NOTICE The Zambezi Watercourse Commission has applied for financing from the World Bank under multi-donortrust fund for Cooperation in International Waters in Africa (CIWA) in the amount of US $ 4 million toward the cost of the Zambezi River Basin Management Project andintends to apply part of the proceeds for consulting services towardsimplementing the Zambezi River Basin Management Project.

The objective of the project is to provide ZAMCOM with institutional support, effective information sharing and decision support systems, and tools for strategic planning at the basin-level. The project will include the following activities: i. Institutional development will support the development of ZAMCOM into a financially sustainable, efficient water resources institution.

This will include an assessment of legal equivalence of national waters laws among Riparian States in the Zambezi River Basin. ii. Zambezi Water Information Management and Decision Support Systems will support the operationalisation of the Zambezi Water Information Management System (ZAMWIS) to enable effective information sharing and decision support systems for the Zambezi River basin. iii. Zambezi Basin Strategic Planning will support the development of the Strategic Plan for the efficient management and sustainable development of the Zambezi Watercourse.

Procurement of services under this project includes | | • An Equivalence Assessment of National Waters Laws among Riparian States in the Zambezi River Basin. • Development of the Strategic Plan for the Zambezi Watercourse (ZSP) | • Development of the Hydro-Met Database and Decision Support System as part of the Zambezi Water Resources Information System (ZAMWIS). Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits ( January 2011 revised July 2014), and is open to all eligible bidders asdefined in the guidelines.

Consulting services will be selected in accordance with the World Bank's Guidelines: Selection and Employment of Consultants byWorld Bank Borrowers ( January 2011 revised July 2014.
