This Request for Expressions of Interest follows the general procurement notice for this project that appeared in UNDB on June 11-17th, 2012 and otherLocal and Regional News Papers.

The Republic of South Sudan has received financing from the International Development Association (IDA) toward the cost of the South Sudan Rural Roads Project (SSRRP), and intends to apply part of the proceeds for consulting services.

The services include supervision services for the Periodic Maintenance and Spot Improvement on selected roads, {Yei - New Lasu (45km); Ras Olo - Maridi (71km); and Maridi-Kozi (60km)} which mainly comprises construction of earthworks, gravel layers and drainage structures. The anticipated implementation period shall be two years.

The Ministry of Roads and Bridges, Project Management Team now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follows:

  • General experience in road Design and Supervision.
  • Experience in Engineering Contracting procedure and Contract Administration, and Supervision of unpaved road rehabilitation and Periodic Maintenance.
  • Experience in developing and/or post conflict environment
  • The technical and managerial organization of the firm. (Provide only the structureof the organization, general qualifications and number of key staff. Do not provide CV of staff.) The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.

Consultants may associate with other firms in the form ofa joint venture or a sub consultancy to enhance their qualifications.The nature of association, whether it is a joint venture or a sub consultancy should clearly be stated. In case of joint venture the firm leading the joint venture should be mentioned.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) procedures set out inthe Consultant Guidelines.

Expressions of interest must be delivered in a written form to the address below (in person, or by mail) by April 15th, 2013.
