Specific Procurement Notice (SPN) Request for Bids Framework Agreement(s) for Goods (Primary Procurement, One-Envelope Bidding Process) Procuring Agency: Local Administrative Entities Development Agency (LODA) Country: Rwanda Name of Project: Rwanda Social Protection Transformation Project (SPTP) (P177492) Framework Agreement Title: Supply and delivery of smart phones for Para-social Workers STEP Procurement Activity Reference No.: RW-LODA-541124-GO-RFB RFB Reference No.: generated by the system Loan No./Credit No./Grant No.: IDA-72060 • The Local Administrative Entities Development Agency (LODA) has received financing from the World Bank toward the cost of Rwanda Social Protection Transformation Project (SPTP) and intends to apply part of the proceeds toward payments under Call-off Contracts that may be awarded under the Framework Agreement (FA) for Supply and delivery of smart phones for Para-social Workers concluded through this RFB Primary Procurement process. • The Procuring Agency is undertaking the Primary Procurement with a view to concluding a Framework Agreement. The Procuring Agency is the sole Purchaser under the Framework Agreement. The Procuring Agency now invites sealed Bids from eligible Bidders for Supply and delivery of smart phones for Para-social Workers. The estimated quantities is around 14,750 beneficiaries working across the country over the Term of the Framework Agreement. • The Framework Agreement to be concluded will be: “Single-User.”: “The Single-User entitled to purchase under the Framework Agreement is Local Administrative Entities Development Agency (LODA). • The Framework Agreement to be concluded will be “Single-Supplier.”

• The selection of a FA Supplier to be awarded a Call-off Contract will be done through a Secondary Procurement process as defined in Framework Agreement. However, the conclusion of a Framework Agreement shall not impose any obligation on the Procuring Agency, including participating Purchasers, to purchase Goods under a Call-off Contract. The conclusion Framework Agreement does not guarantee that a FA Supplier will be awarded a Call-off Contract. • Bidding will be conducted through International Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025, 7th Edition (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations. • Bidders may submit Bids for one item. • The Framework Agreement shall be concluded for a Term of one year, from the commencement date stated in the Framework Agreement and the initial term may be extended by a maximum of two additional years. • The Primary Procurement shall establish a Closed Framework Agreement. • Interested eligible Bidders may obtain further information from “e-procurement system” Rwanda On-Line E-Procurement System. • The Bidding document in English may be purchased by interested Bidders of a nonrefundable fee of 10,000 Frw. The method of payment will be paid through Rwanda Revenue Authority LODA account. The document will be sent through e-procurement system / umucyo Rwanda On-Line E-Procurement System. • Bids must be submitted through umucyo e-procurement system not later than June 25, 2026, at 10:30 Kigali time.
