Invitation for Bids (IFB) REPUBLIC OF BOTSWANA ### ### ### NATIONAL AIDS COORDINATING AGENCY (NACA) THROUGH MINISTRY OF DEFENCE,JUSTICE AND SECURITY ### BOTSWANA NATIONAL HIV/AIDS PRESVENTION SUPPORT PROJECT (BNAPS) Loan Number: 7568-BW Supply and Erection of Security Fence for Infectious Disease Care Clinics in Gaborone and Francistown NCB No: MJDS/BNAPS/C2/G11/12-13/1-2 1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in dgMarket on July 06, 2011.
- The Government of Botswana has received a loan from the International Bank for Reconstruction and Development (IBRD) toward the cost of Botswana National AIDS Prevention Support (BNAPS) Project, and it intends to apply part of the proceeds of this loan to payments under the Contract for Supply and Erection of Security Fence for Infectious Disease Care Clinics in Francistown and Gaborone for the Department of Prisons and Rehabilitation. Bidding will be governed by the World Bank's eligibility rules and procedures.
- The National AIDS Coordinating Agency (NACA) through the Ministry of Defence, Justice and Security now invites sealed bids from eligible and qualified bidders for the Supply and Erection of Security Fence for Infectious Disease Care Clinics in Francistown and Gaborone 4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, dated May 2004, revised October 2006, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
- Interested eligible bidders may obtain further information from and inspect the Bidding Documents at the address given in paragraph 9(a) below from 08:00 to 12:45 Hours and 13:45 to 16:30 Hours, local time, from Monday to Friday, excluding public holidays. Qualifications requirements include: being in possession of Audited accounts for the last 3 years, proof of availability of fundsor credit line, minimum two (2) years in the overall experience of the firm in the supply of similar goods and related services in similar conditions, annual sales of at least twice the estimated requirements indicated for thelot(s) for which bids are offered during any of the past three years in similar conditions, capability to complete the supply within the delivery period specified and availability in the Botswana of spare parts and after sales services.
A margin of preference for certain goods manufactured domestically shall not be applied. Additional details are provided in the Bidding Document. 6. A complete set of Bidding Documents in English may be purchased by interested bidders upon payment of a non refundable fee of Three Hundred Botswana Pula (BWP300.00) or Fifty United States Dollars (USD50.00).
The method of payment will be Cash or Bank Certified Cheque. Should the Bidding Documents be required to be sent by express mail the applicant will clearly indicate the delivery address and pay an extra BWP140.00 for postage within Botswana or USD20.00 for postage outside the country. 8.
Bids must be delivered to the address below in paragraph 9(b) at or before 10:00 a.m. local time on 22nd August 2012. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend in person at the address below in paragraph 9(c) at 10:15 a.m, local time, on 22nd August 2012.
All bids must be accompanied by a Bid Security of not less than of 2% of the bid price or an equivalent amount in afreely convertible currency. 9.
