Supply and installation of 5 AWS stations and 5 rain gauges, Volcanoes region

Specific Procurement Notice (SPN) TITLE: PROCURE AND INSTALL 5 NEW AUTOMATIC WEATHER STATIONS (AWS) STATIONS AND 5 RAIN GAUGES OVER THE VOLCANOES REGION INCLUDING SPARE PARTS AND SERVERS. PROCURING ENTITY: METEO RWANDA PROCUREMENT METHOD: INTERNATIONAL OPEN COMPETITIVE BIDDING SOURCE OF FINANCING: VCRP/WB The Rwanda Meteorology Agency (METEO RWANDA) (hereinafter called ‘Client”) has a budget towards the cost to procure and install 5 new Automatic Weather Stations (AWS) stations and 5 rain gauges over the volcanoes region including spare parts and servers. the client intends to apply a portion of the funds to eligible payments under the contract for which this bidding document is issued.

The Rwanda Meteorology Agency (METEO RWANDA) invites qualified bidders to submit bids for the procure and install 5 new Automatic Weather Stations (AWS) stations and 5 rain gauges over the volcanoes region including spare parts and servers as mentioned in the statement of Requirements. Tender document in English may be obtained from the E-Procurement system for Rwanda (umucyo.gov.rw). For submission of their bids, all interested bidders must pay non – refundable fee of Ten thousand Rwandan Francs (10,000Frw) to the accounts of Rwanda Revenue Authority opened at any commercial Bank.

All interested bidders may obtain some complementary information by writing using the E – Procurement System not later than 3 days before the fixed deadline for the submission of bids. All bids will be submitted online using the E-Procurement system before the date and time indicated therein.

Late bids will not be accepted by the system. Bids will be opened automatically by the E-Procurement system on the same day at time indicated therein.

The bids shall remain valid for a period of 120 days starting from the submission deadline indicated in the system. Bidding will be conducted in accordance with the law N° 031/2022 of 21/11/2022 governing Public Procurement Law and Ministerial Order N°:001/23/10/ TC of 10/10/2023 establishing regulations governing public procurement.
