Specific Procurement Notice Request for Proposal for Supply, Installation, Implementation and Support of the Government Wide Area Network (GWAN) and Government Local Area Networks (GLAN) for Ministries, Departments and Agencies (MDAs) in Sierra Leone Purchaser : Ministry of Communication, Technology, and Innovation Project : Sierra Leone Digital Transformation Project Contract Title : Supply, Installation, Implementation and Support of the GWAN and GLANs across MDAs Country : Sierra Leone Credit No. : P177077 RFP No. : SL-MOF-526879-NC-RFP Issued on : 18th March 2026 Submission Deadline : 6th May 2026 at 1400 hours GMT Opening Date & Time : 6th May 2026 at 1400 hours GMT • The Government of the Republic of Sierra Leone (hereinafter called “Borrower”) has received financing from the International Development Association (the “Bank”) in the form of a grant (hereinafter called “grant”) toward the cost of the Sierra Leone Digital Transformation Project.
The Ministry Communication, Technology, and Innovation, an implementing agency of the Client (hereinafter called “the Purchaser”), intends to apply a portion of the proceeds of this grant to eligible payments under the contract for the Supply, Installation, Implementation and Support of the Government Wide Area Network (GWAN) and Government Local Area Network (GLAN) across Ministries and Departments (MDAs). • The Purchaser now invites sealed Proposals from eligible Proposers for the Supply, Installation, Implementation and Support of the GWAN and GLANs for MDA for a contract duration of 12 months. • The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF dated September 2025, 7th Edition (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations. • Bids will be evaluated in accordance with the evaluation process set out in the bidding documents.
The following weightings apply for Rated Criteria (including technical and non-price factors): 70% and for Bid cost: 30%. • Interested eligible Proposers may obtain further information from the Purchaser at the address below and inspect the request for proposals documents during office hours 0900 to 1700 hours GMT at the address given below. • The request for proposals document in English may be obtained by interested eligible Proposers upon the submission of a written application to the address below and upon payment of a nonrefundable fee of One Hundred United States Dollars ($100) or in any freely convertible currency.
The method of payment will be direct payment into the following bank account below. Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below on 6th May 2026 at 1400 hours GMT.
