Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers: Investment Financing Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017, August 2018, November 2020 and September 2023 (“Procurement Regulations, and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Interested eligible Bidders may obtain further information from Project Implementation Unit of the Federal Ministry of Finance Email address: scrp@mof.gov.so copy: tawane.scrp@gmail.com /dg@mof.gov.so and inspect the bidding document during office hours. 0900 to 1700 hours at the address given in number 9 below. 5. The bidding document in English may be obtained by interested Bidders upon the submission of a written application to the address provided in number 9 below. 6. Bids must be delivered to the address in number 9 below on or before 16th October 2024 at 11:00 AM (East Africa Time). Electronic Bidding will be permitted. Bids must be encrypted using a password provided by the Bidder 1 hour before the bid submission deadline. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below bidders will receive a Google Meet invitation or zoom to virtually attend the public opening bids immediately and Bids will be opened on 16th October 2024, at 11.30 AM (East Africa Time). 7. All Bids must be accompanied by a Bid-Securing Declaration using the form included in Section IV, Bidding Forms 8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. 9.
