REVISED PRE -BIDDING MEETING DATE AND REVISED SUBMISSION DATE

  • The Ministry of Finance & Economic Development (MoFED) has received financing from the World Bank toward the cost of the Public Financial Management Enhancement Project (PFMEP), and intends to apply part of the proceeds toward payments under Call-off Contracts that may be awarded under the Framework Agreement (FA) for Supply, delivery and installation of equipment for setting up 57 Districts Kiosks (Phased implementation) concluded through this RFB Primary Procurement process.
  • Bidders are hereby notified that at the request of the Ministry of Finance and Economic Development (MoFED), eligible direct payments may be made by the World Bank Group into the successful Suppliers’ bank accounts within Zimbabwe and outside Zimbabwe for eligible goods and services provided in accordance with the contract. Such payments by the World Bank Group will be made only at the request of MoFED and upon approval by the World Bank Group in accordance with the terms and conditions of the Financing Agreement between the MoFED and the World Bank Group and will be subject in all respects to the terms and conditions of that Financing Agreement.
  • The Procuring Agency is undertaking the Primary Procurement with a view to concluding a Framework Agreement. The Procuring Agency is the sole Purchaser under the Framework Agreement. The Procuring Agency now invites sealed Bids from eligible Bidders for Supply, delivery and installation of equipment for setting up 57 District Kiosks (Phased implementation). The scope of work includes: (a) establishment of a Local Area Network (LAN) with proper cabling for 8 working places and 2 printers in the dedicated space for the Kiosk room, including all in-room structured cabling, cabinet, and patch panel, together with one UPS unit, which is supporting all working places; (b) connecting the Kiosk LAN to the governmental Wide Area Network (WAN) including the installation of active network equipment (router and switches); (c) setting up 8 working places, including for each working place: computer desk, chair, desktop computer, and IP telephone (VoIP); also for each wireless network printer there shall be a desk; and (d) technical services for the installation, configuration, and commissioning of all components and training of key users to ensure a ready-to-use Kiosk.
  • The Ministry of Finance and Economic Development (MoFED) intends to set up these kiosks in three phases. A call-off contract will initially be signed for Phase I. There may be additional contracts to be signed for other phases depending on the progress in Kiosk room renovations. Phase I includes the delivery and installation of all equipment in 15 districts (Kiosk rooms are ready for installation). Phase II includes another 16 districts (Kiosk rooms that require minor renovation), and Phase III includes remaining 26 districts (Kiosk rooms that require major renovation). The renovation of Kiosk rooms is under the responsibility of the MoFED (necessary budget fund was already allocated, and the renovation works will be initiated in December 2018). The first contract will focus on the completion of Phase I (15 Kiosks) within 10 weeks after the contract effectiveness. Other phases will be initiated depending on the readiness of Kiosk rooms for installations. It is expected that the establishment of 57 Kiosk will be completed within 36 weeks or before November 1, 2019. However, Phase II can be initiated if another 16 Kiosk rooms are ready for installations by the end of Phase I. Similarly, Phase III can be initiated if remaining 26 Kiosks are ready for installations after Phase II. If the number of Kiosks ready for installation is less than the expected number at the end of a phase (16 for Phase II, and 26 for Phase III), than the Purchaser may adjust the scope of remaining phase(s) to avoid delays or incomplete work. The payments for each phase will be linked to the operational acceptance of all Kiosk installations completed within the scope of that phase. Scope and duration of Phase II and III will be defined depending on the number of Kiosks ready for installation, before signing additional contracts for remaining phases.
  • The Framework Agreement to be concluded will be “Single-User.” The Single-User entitled to purchase under the Framework Agreement is the Ministry of Finance and Economic Development (MoFED).
  • The Framework Agreement to be concluded will be “Single-Supplier”.
  • The selection of a FA Supplier to be awarded a Call-off Contract will be done through a Secondary Procurement process as defined in Framework Agreement. However, the conclusion of a Framework Agreement shall not impose any obligation on the Procuring Agency, including participating Purchasers, to purchase Goods under a Call-off Contract. The conclusion Framework Agreement does not guarantee that a FA Supplier will be awarded a Call-off Contract.
  • Bidding will be conducted through International Competitive Bidding as specified in the World Bank’s “Guidelines: Procurement of Goods, Works and Non-consulting Services under IBRD Loans and IDA Credits and Grants by World Bank Borrowers” dated January 2011 (revised July 2014) (“Procurement Guidelines”), and is open to all eligible Bidders as defined in the Guidelines.
  • Bidders must submit Bids for the entire package consisting of three phases described above, with separate prices and implementation plans for each phase.
  • The Framework Agreement shall be concluded for a Term of 12 months from the commencement date stated in the Framework Agreement. Subject to funding the initial term may be extended by a maximum of one additional year.
  • The Primary Procurement shall establish a Closed Framework Agreement.
  • Interested eligible Bidders may obtain further information from Mr David Munemo, Procurement Officer, Programme Management Unit, Ministry of Finance & Economic Development, and inspect the Bidding document during office hours 09:00 to 16:30 hours at the address given below.
  • The Bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Ten United States Dollars (USD10.00). The method of payment will be cash payable to the Accounts Office. The document will be sent by via email.
  • A pre-bid meeting shall take place on the 15 February 2019 at 10:30 hours at Ministry of Finance & Economic Development, New Government Complex, 5th Floor, G Block, Harare, Zimbabwe.
  • Bids must be delivered to the address below on or before 10:00 hours GMT on 04 March 2019. Electronic Bidding “will not” be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 10:30 hours GMT on the 04 March 2019. The venue will be the Ministry of Finance & Economic Development, New Government Complex, 5th Floor, B Block, Harare, Zimbabwe.
