• The Government of the Kingdom of Lesotho has received financing from the World Bank toward the cost of the Transport Infrastructure and Connectivity Project (TICP), and intends to apply part of the proceeds toward payments under the contract for Supply, Delivery, Installation and Configuration of IT Equipment for the Department of Traffic and Transport.

• The Ministry of Public Works (the implementing Agency) now invites sealed Bids from eligible Bidders for Supply, Delivery, Installation and Configuration of IT Equipment for the Department of Traffic and Transport. This equipment is inclusive of; Supply and Configuration of IT Equipment (Hardware and Software) and Security upgrade (Firewall). These are to be delivered at Ha Foso Offices, Maseru, Lesotho. The expected delivery and installation period is as detailed under Section VII, Schedule of Requirements (List of Goods and Delivery Schedule).

• Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

• Interested eligible Bidders may obtain further information from Transport Infrastructure and Connectivity Project – Procurement Specialist – [email protected] and inspect the bidding document during office hours 0900 to 1600 hours at the address given below.
• The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of M1,000.00. The method of payment will be by transfer or deposit into the following Bank Account: Transport Infrastructure and Connectivity Ministry of Public Works Account No: 9080005542649 Swift Code: SBICLSMX, Branch Code: 062067, Standard Lesotho Bank, Lesotho. Proof of payment should be sent to [email protected], after which the bidding document will be sent by email to prospective bidder
• Bids must be delivered to the address below on or before 12 noon on the 24th August 2023. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at 12:05hrs on the 24th August 2023.
• All Bids must be accompanied by a Bid Security of:
• Lot 1- M15,000.00
• Lot 2- M 5,000.00
• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
• Each Bid must be accompanied by copies of valid 1) Tax Clearance Certificates and 2) Traders Licenses. All copies should be certified at source. All Bids should include VAT and Tenderers are advised to note that the Bids are expected to be in compliance with Lesotho Government tax obligations.
• A mandatory Pre-Tender Conference shall be held at the Ministry of Public Works office on Thursday 3rd August, 2023 at 10:00hrs at Ministry of Public Works Board Room.
• The Ministry reserves the right to accept or reject any or all tenders for reasons that may be advanced.
