Reference No.: NITA-U/UDAP/SUPLS/2026-2027/00011 Issued on: 1st October, 2026 1.The Government of Uganda represented by the National Information Technology Authority Uganda (NITA-U) has received financing from the World Bank toward the cost of the: Uganda Digital Acceleration Project-Government Network (UDAP-GOVNET), and intends to apply part of the proceeds toward payments under the contract for Last Mile Connectivity & WiFi for Ministries, Departments, Agencies (MDA), Local Government, Target User Groups and Refugee & Host Communities.

2.National Information Technology Authority-Uganda (NITA-U) now invites sealed Bids from eligible Proposers for Last Mile Connectivity & WiFi for Ministries, Departments, Agencies (MDA), Local Government, Target User Groups and Refugees & Host Communities under two (2) Lots as follows. | Lot No. | Lot Description | Lot Number | 1 | Design, supply, installation, integration, commissioning and support of fibre-based last-mile connectivity infrastructure, including XGS-PON, IP/Data Network equipment, SD-WAN, Wi-Fi and hybrid power systems, with integration to the National Backbone Infrastructure (NBI) and centralized network management and monitoring | 1 | 2 | Provision, installation, integration and support of satellite connectivity infrastructure, including Community Gateways, 2 Gbps Irrevocable Right of Use (IRU) satellite capacity, and portable satellite terminals for customer premises, with integration to the Government/NBI network where applicable. | 2 3.

The procurement process will be conducted through International competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers - Procurement in Investment Projects Financing” (July 2016, revised February 2025) and is open to all eligible proposers as defined in the Procurement Regulations. 4. Interested eligible Proposers may obtain further information from National Information Technology Authority-Uganda and inspect the request for proposal document during office hours 0800 to 1700 hours from Monday to Friday at the address given below.

5.A pre-proposal meeting will be held on 14th October, 2026 at NITA-U Head Office, Palm Courts, Plot 7A, Rotary Avenue at 1100 Hours East Africa Time with an Online Virtual Meeting – A link will be shared with all registered proposers prior to the date of the meeting. The proposers who wish to attend the meeting shall register and submit their official email addresses not later than one (1) day to the date of the meeting to jacqueline.musimenta@nita.go.ug. 6.The request for proposal document in English may be purchased by interested eligible Proposers upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Ugx.400,000 (Four Hundred Thousand Uganda Shillings Only) or equivalent in a freely convertible currency.

The method of payment will be the Electronic Funds Transfer (EFT) Bank account number: 006550058000001, Customer name: National Information Technology Authority, Uganda (NITA-U), Account title: NITA-U Local Revenue Expenditure Account, Bank Name: Bank of Uganda Swift Code: UGBAUGKA. A PDF bidding document shall be sent to the potential bidder electronically upon receipt of confirmation of payment. 7.Proposals must be delivered to the address below on or before 16th November, 2026 at 1100 Hours East Africa Time Electronic procurement will not be permitted.

Late Proposals will be rejected. Proposals will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below on 1st Floor Boardroom, 1105 Hours East Africa Time 16th November, 2026. 8.Proposals must be accompanied by a Proposal Security of Uganda Shillings; Lot 1 UGX 200,000,000/= (Uganda Shillings, Two Hundred Million) or an equivalent amount in a freely convertible currency.

Lot 2 UGX 150,000,000/= (Uganda Shillings, One Hundred and Fifty Million) or an equivalent amount in a freely convertible currency. The Proposal Security shall be valid in accordance with Section II-Proposal Data Sheet (PDS); ITP 20.1 9.Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the proposal document.
