The Government of The Republic of the Gambia has requested and obtained an advance fund for the preparation of Sub-Saharan Women’s Empowerment and Demographic Dividend Project (P176693) (SWEDD) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) includes services to conduct a target audience analysis (including key informant interviews and focus group discussions) to understand the knowledge, attitudes, practices, and social norms; develop a SWEDD Social and Behavioral Change Communication Plan (SBCC); design messages and develop communication support materials and tools and pre-test messages and materials with target audiences in the Gambia. The Ministry of Health Projects Coordination Unit now invites eligible consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are qualifications and experience of the firm.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 World Bank’s Procurement Regulations dated July 2017, revised in November 2017 and August 2018, and is open to all eligible bidders as defined in the guidelines (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: the bank requires that firms or individuals involved in Bank IPF procurement shall not have a conflict of interest.

Consulting Firm for SWEDD Target Audience Analysis

- Background information
The Government of The Republic of the Gambia has requested and obtained an advance fund for the preparation of Sub-Saharan Women’s Empowerment and Demographic Dividend Project (P176693) (SWEDD) and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) includes services to conduct a target audience analysis (including key informant interviews and focus group discussions) to understand the knowledge, attitudes, practices, and social norms; develop a SWEDD Social and Behavioral Change Communication Plan (SBCC); design messages and develop communication support materials and tools and pre-test messages and materials with target audiences in the Gambia.
The SWEDD deploys a multisectoral “4E” approach, and the interventions will contribute to: a) Enhance - sexual and reproductive health among adolescents (girls and boys); b) Educate - keep girls in school through secondary; c) Employ - expand economic opportunity for adolescents and young women; and d) Empower - address social norms, combatting harmful practices, strengthening legal frameworks and building capacity to inform national and regional policy, programming and budgeting, and considering aspects of population and gender.
The project will finance SBCC activities for an extensive regional campaign and community outreach for a variety of audiences including youth living in target communities, parents, religious and traditional leaders, legislators, and members of the communities where project beneficiaries live. The multi-media and community engagement SBCC campaign will entail mass media (radio, TV, print), traditional media (theatre, village loudspeakers), online internet media (Facebook, WhatsApp) and will contribute to the empowerment of girls and women and reduce social, cultural and economic barriers to empowerment and will cover gender equality, child and forced marriage, marriage registration, adolescent sexual and reproductive health, gender based violence (GBV) prevention, Female Genital Mutilation/Cutting, employment for young women and Women Enterprise Fund (WEF), improving adolescent nutrition due to high rates of adolescent anemia. It will target, adolescents, young women, adolescents’ families, mentors, influencers, communities, as well as community leaders, authorities and religious leaders. Muslim religious leaders and Christian religious leaders will co-develop and become skilled to use theological arguments in favor of girls’ education through secondary years, delayed childbearing, birth spacing and family planning, and against GBV and child marriage. The religious leaders will be consulted to sustain community dialogue, at local Mosques and Churches, through local radio and community outreach programs, affirming that child marriages and unspaced pregnancies are not Muslim practices.
- Objective of the assignment The PCU of the MOH seeks for a Consulting Firm to conduct a target audience analysis (including key informant interviews and focus group discussions) to understand the knowledge, attitudes, practices, and social norms; develop a SWEDD SBCC plan; design messages and develop communication support materials and tools and pre-test messages and materials with target audiences in the Gambia. A separate consulting firm will be recruited to design and produce the SBCC materials.
- Scope of work The Consulting Firm will undertake, but not limited to, the following tasks:
- Conduct a target audience analysis (including key informant interviews and focus group discussions) to understand the knowledge, attitudes, practices and social norms;
- Develop a SWEDD SBCC plan;
- Organize stakeholder consultative workshop(s) to review and gain feedback on SBCC plan
- Develop key information, education and communication (IEC) messages and materials (IEC) (including brochures, posters, Facebook page, short message service [SMS] messages, Job Aids Handbook, and scripts and short stories for radio, television, and for airing through community loudspeaker systems).
- Pre-test IEC messages and materials with target audiences and key stakeholders; and
- Organize stakeholder consultative workshop(s) to review and gain feedback on the SBCC messages and materials to agree on necessary revisions.

- Duration The services above are to be carried out over a period of approximately two months between September and December 2022.
- Qualifications of the Consultancy Firm Interested Consultancy Firms should possess the following qualifications:
- Evidence of previous experience in developing communications strategies especially in the health context;
- Demonstrate the availability of a qualified team to undertake the assignment;
- Show evidence of previous experience in qualitative research;
- Having the experience of working in local languages will be an added advantage
