- BACKGROUND
The Ministry of Finance has received financing from the World Bank and a grant from the European Union toward the cost of the Construction of a New Runway and Other facilities for Plaine Corail Airport, Rodrigues and intends to apply part of the proceeds towards recruitment of Technical Assistance for Institutional Development Support for the Rodrigues Public Utilities Corporation (RPUC) to Strengthen Key Utility Functions.
- OBJECTIVE OF THE ASSIGNMENT
To provide institutional development support to the Rodrigues Public Utilities Corporation (RPUC) to enhance its operational efficiency and financial sustainability, enabling it to effectively perform its key utility functions.
- BRIEF SCOPE OF THE ASSIGNMENT
- Conduct detailed in-depth assessment of the utility’s institutional capacities, needs, challenges and bottlenecks, and development of a performance improvement action plan and program.
- Implementation of the performance improvement action plan and program. During this phase the Consultant shall provide consulting services to support the coordination and implementation of the overall Action Plan.
- Review and update the existing Human Resources manual:
- Design a framework for implementing organizational culture change for the utility
- The Consultant shall aim at developing a utility financial model to support gradual introduction of tariffs, with suggested options and timelines, and to ensure financial sustainability for the long-term.
- Support the water utility to develop and implement a GIS-based asset management system
- Establish an integrated billing, customer database and accounting software, which will allow for full billing of actual water consumption and separation of arrears from actual payment
- DURATION OF THE ASSIGNMENT
The duration of the assignment is 12 calendar months from the date of contract signature.

- INVITATION TO EXPRESS INTEREST
The Airports of Mauritius Co. Ltd now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
- CORE BUSINESS AND YEARS IN BUSINESS
The selected consultancy firm shall have demonstrated experience in institutional development support and capacity building as well as development of strategic plans and business models for large water and sanitation utilities over the last 10 years.
- QUALIFICATION AND EXPERIENCE OF THE FIRM:
- At least ten (10) years’ experience in institutional development support consultancy for large-scale water supply utilities in both urban and rural settings.
- At least ten (10) years’ experience in implementing HR culture change and corporate organization change management programs in large public or private organizations.
- Experience in implementing performance improvement training and capacity building training for large corporate organizations.
- Experience in successful implementation of GIS-based asset management systems, O&M systems and NRW reduction strategies in large water utilities.
- Successful completion of at least 3 major assignments of similar nature and complexity within the last 10 years.
- Consultancy experience in developing island nations, coastal, or climate-vulnerable regions is an added advantage.
- Experience working with public utilities, ministries, and donor-funded projects.
- The firm should have legal registration documents as well as registration as professional consulting firm with the local regulatory authority. Note: Key Experts will not be evaluated at the shortlisting stage.
- CONFLIT OF INTEREST
The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (Seventh Edition, September 2025), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract.
- CONSULTANTS SELECTION
A consulting firm will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.

- legal and statutory registration documents of the firm;
- information on any proposed association, whether in the form of a joint venture and/or sub-consultancy, if applicable; and
