Assignment Title: Technical Assistance for the Design and Supervision of Installation of Water Supply Telemetry Monitoring System at Rodrigues Public Utilities Corporation (RPUC)

  • BACKGROUND The Ministry of Finance has received financing from the World Bank and a grant from the European Union toward the cost of the Construction of a New Runway and Other facilities for Plaine Corail Airport, Rodrigues, and intends to apply part of the proceeds towards recruitment of Technical Assistance for the Design and Supervision of Installation of Water Supply Telemetry Monitoring System at Rodrigues Public Utilities Corporation (RPUC).

2,0 OBJECTIVE OF THE ASSIGNMENT

The overall objective of this assignment is to undertake a comprehensive study for developing a telemetry water supply monitoring and control system for Rodrigues Island.

The proposed telemetry system will provide the RPUC with a strategic tool for effective and efficiency monitoring and remote control of the water supply system across the entire island.

3.0 BRIEF SCOPE OF THE ASSIGNMENT

The consultant shall carry out a detailed assessment of the existing water supply infrastructure including the water production sites (surface water treatment plants, boreholes and desalination plants), water storage reservoirs, pumping stations and main water transmission pipelines, and prepare a report detailing their current operational status, capacities and their compatibility requirements for the proposed telemetry system

  • Define the functional, operational and performance requirements of the island-wide telemetry and remote-control system.
  • The Consultant shall provide technical support during the bidding process
  • Assess the telemetry system delivered to site by the Contractor to ensure it complies with the technical specifications.
  • The Consultant shall oversee the installation and assembly of the telemetry system and the set-up of the remote-control room at the location provided by the Client.
  • The Contractor will provide on-the-job training to RPUC’s technical staffs during the supply, installation, testing, commissioning and operation of the new telemetry system.
  • Document the full as-built system configuration, communication architecture, and equipment specifications.

5.0 INVITATION TO EXPRESS INTEREST

The Airports of Mauritius Co. Ltd now invites eligible candidates (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

6.0 QUALIFICATIONS AND EXPERIENCE

The consultant should have the following minimum qualifications:

Qualifications

Master’s degree in civil engineering, water resources engineering, project management, information technology or any other related field;

Experience

  • At least 15 years of professional experience in design, integration, and deployment of SCADA and telemetry systems for water utilities, including field instrumentation, RTUs/PLCs, communication networks and control room architecture.
  • Demonstrated experience in system architecture design for web-based monitoring platforms, including dashboards, databases, servers, user access management and cybersecurity.
  • Experience integrating telemetry systems with GIS platforms, data loggers and water utility operational databases.
  • Knowledge of international standards related to automation, instrumentation and cybersecurity (e.g., ISA/IEC 62443, ISO 27001).
  • Hands-on experience supervising installation, testing, troubleshooting and commissioning of telemetry/SCADA systems in operational water supply environments.
  • Demonstrated experience working in Small Island Developing States (SIDS) or remote/off-grid regions, with an understanding of logistical constraints and resilience requirements.
  • Experience designing systems with redundancy and failover strategies for areas with unreliable power and communications.

7.0 CONFLIT OF INTEREST

The attention of interested individual Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017, August 2018, November, 2020, and September, 2023 setting forth the World Bank’s policy on conflict of interest. Please refer to paragraph 3.17 of the Procurement Regulations on conflict of interest related to this assignment which is available on the Bank’s website athttp://projects-beta.worldbank.org/en/projects- operations/products-and-services/brief/procurement-new-framework.

8.0 CONSULTANTS SELECTION

A Consultant will be selected in accordance with the Individual Consultant Selection Method set out in the Procurement Regulations.

10.0 DURATION OF THE ASSIGNMENT

The consultancy is expected to be completed within 12 months

11,0 EXPRESSIONS OF INTEREST
