REQUEST FOR EXPRESSIONS OF INTEREST FOR AN INDIVIDUAL CONSULTANT TO PROVIDE TECHNICAL ASSISTANCE TO SOUTH SUDAN CUSTOMS SERVICES AS CUSTOMS ADVISOR ON HUMAN RESOURCE MANAGEMENT (HRM)

  • This Request for Expressions of Interest follows the general procurement notice for this project that appeared in UNDB on March 7th, 2013 and other Regional News Papers [The Citizen on 1st March, 2013 and The Standard on March 1st, 2013].
  • The Government of the Republic of South Sudan (GRSS) has received funding from the International Development Association (IDA) for the Proposed South Sudan – Eastern Africa Regional Transport, Trade and Development Facilitation Program (SS-EARTTDFP), and intends to apply part of the proceeds for the payment for the services of the A Custom Advisor on Human Resource Management (HRM)
  • The consultant shall be in charge of all mattersas detailed in the Terms of Reference (TOR) that will be provided upon written application (E-mail).
  • The assignment will extend for a period of five (5) monthswith an option for extension subject to satisfactory performance.
  • The South Sudan Customs Services now invites eligible Individual Consultants to indicate their interest in providing the above mentioned services. Interested individual are encouraged to provide information indicating that they are qualified to perform the Services and furnish their Curriculum Vitae (CV) in the prescribed format that will be provided upon submission of application (E-mail).
  • The selection shall be conducted based on qualification and experience of the candidates and followed by an interviewof the best successful candidates. The candidates must have atleast:

i) A university level degree in Social sciences / Management or its equivalent;

ii) Minimum fifteen (15) years of work experience of which at least five (5) years at senior customs management position or senior advisory position on Customs matters;

iii) Having Customs operational and policy making experience along with knowledge of modernization of Customs andtrade related conventions and protocols;

iv) Have strong coordination and communication skills, ability to work with various governmentand international agencies at senior level; Experience in building productive internal and external relationships and working productively in a team environment.

v) Ability to analyze business processes, identify issues and generate reports and strategic papers for government and international agencies;

vi) Experience in reforms, planning and change management in government organization would be preferable;

vii) Experience in interaction and coordination with international agencies e.g. WCO, WTO and donor agencies would be preferable;

viii) Work experience in Sub-SaharanAfrica and particularly in an post conflict / fragile state would be preferable; and

ix) Excellent command ofboth oral and written English is essential.

  • The attentionof interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 (Revised July, 2014) ("Consultant Guidelines"), setting forth the World Bank's Policy on conflict of interest
  • A Consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 (Revised July, 2014) - Selection of Individual Consultant.
  • Expression of interest (EOI) must be delivered to the addressbelow by 19th November, 2015 through mail, e-mail or in person.
