REQUEST FOR EXPRESSIONS OF INTEREST
(CONSULTING SERVICES – INDIVIDUAL SELECTION)
BOTSWANA INTEGRATED TRANSPORT PROJECT: LOAN NO. 7713-BW
Assignment Title: Consulting Services for the preparation of a comprehensive monitoring and evaluation report for project utcome Indicators (POIs) for Botswana Integrated Transport Project (BITP)

- Background
The Government of the Republic of Botswana is currently undertaking the Botswana Integrated Transport Project (BITP). The BITP is a road sector project worth USD 385 million or about BWP 4.3 billion (at current exchange rates) which commenced in 2010 and was planned for completion in 2020. As a multifaceted project/ programme, it contains 17 sub-components covering various modes of transport. The project is part-financed by the World Bank through an IBRD loan of some USD 186 million, OPEC Fund for International Development (OFID) with a loan sum of US$ 40 million and the Government of the Republic of Botswana, through its domestic funding, making provision for the remaining USD 159 million. The Project Development Objective (PDO) of the BITP as outlined in the Loan Agreement (Schedule 1) is ‘… to enhance the efficiency of the Borrower’s transport system by building a modern business management capacity, and improving the strategic planning aspects of inter-regional transport, and critical infrastructure.’ The accomplishment of the goals and objectives of the BITP is therefore expected to have a long term effect on the transport sector in Botswana with the following expected outcome as given in the Project Appraisal Document (PAD):
- The major components of the BITP are as follows:
Component A: Capacity Building, Institutional Strengthening and Training – this component aims to introduce strategic planning and transport integration, modern methods of management and contracting, technology improvement, knowledge development and sharing.
Component B: Roads Sector Investment – this component introduces a pilot for the long term output- and performance-based road contracting (OPRC) method for road asset management program covering rehabilitation, improvements (upgrading) works, and routine and periodic maintenance for 336km (originally targeted 857km) of rural and semi-urban roads and construction of associated access roads.
Component C: Urban Roads Infrastructure Investment – this component comprises the implementation of an urban traffic improvement program in Greater Gaborone and technical advisory services to supervise construction of the improvement works under this component.
- Project development objective (PDO) and key indicators
The primary development objective of the project is to enhance the efficiency of the transport system by building modern business management capacity, and improving the strategic planning aspects of inter-regional transport and critical transport infrastructure. The outcomes/results frameworks of the PDO are:
- Outcome Indicators:
The achievement of the PDO will be monitored using the following key performance
Project Outcome Indicators (POIs)
- Length of roads under long-term OPRC rehabilitation and maintenance;
- Reduction of average vehicle operating costs per kilometer on OPRC roads;
- Average Vehicle Operating Cost (VOC) per veh-km on OPRC Roads (US Cents) - Car, Bus & Heavy Truck
- Decrease in number of annual road accidents on project roads (OPRC);
- Reduction of average travel time in Gaborone city; and
- Objectives of the Assignment
The primary aim of this monitoring and evaluation exercise is to undertake an independent review of the BITP with reference to the established outcome indicators and assess whether the project has brought some improvements on its intended purpose and whether the OPRC methodology used for contracting provides value for money as compared to traditional way of contracting.
- Scope of Services
The proposed scope of work will include the following activities:
- Review existing M&E systems, tools and indicators in use by the Botswana Government, and relevant partners, identify sources of data already available and flow of information.
- Discuss progress and share early drafts of the M&E framework with the BITP office and other key stakeholders for inputs and comments, as well as discuss constraints and opportunities, and how sensitive or confidential data are to be handled include how would to enhance the M&E framework
- Under the leadership of Botswana Government through BITP, and World Bank, and with the help of on-the-ground consultants, facilitate a workshop to share the final draft of the M&E framework and associated guidelines to reach consensus.
- Finalize an M&E framework and associated guidelines for dissemination among assigned M&E staff.
- Has the BITP achieved its objective?
- Draw lessons learnt in the design and implementation of the project to inform future projects
- Duration of the Assignment
Duration of the assignment is eight (08) months.
- Qualification and Experience Required
The Individual Consultant should have a degree in Civil Engineering or equivalent and registered professional with at least 15 years post experience in highway planning, feasibility studies, project management and appraisal, design, preparation and supervision of road construction and maintenance operations. Extensive experience in preparation and supervision of performance-based contracts. Experience in pavement design and using road network management systems including economic evaluation tools such as dTIMS, HDM, RED, HIMS, etc. as well as setting up of roads database systems. The Consultant shall be fully familiar with international ‘best practices’ and knowledge in preparation and supervision of performance-based contracts will be an added advantage. Experience with both the Botswana Government’s and World Bank environmental and social and gender systems and procedures,’ Experience with international development agencies, such as UNICEF, World Bank, or ADB environmental safeguards. Experience with monitoring and evaluation (M&E) of major construction projects financed by international development organizations/agencies, such as UNICEF, World Bank or ADB.
- Invitation
The Ministry of Transport and Communications now invites eligible individual consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The Expression of Interest should include the following information which will form the basis for shortlisting: Curriculum Vitae including but not limited to; i) Qualifications obtained, ii) Previous experience including experience of at least two (2) assignments each with a scope and nature similar to what is required under this assignment iii) A summary of similar assignments undertaken, iv) A summary of assignments undertaken in the project country and in Sub Saharan Africa, giving the Client name and the year in which the assignment was carried out, and v) experience in donor funded projects.
The Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Consultant Guidelines as below.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 (revised July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
