  • Background

The Federal Government of Somalia, through the Ministry of Labor and Social Affairs (MoLSA) is seeking Unified Social Registry (USR) Manager. The Consultant will provide support to the Federal Government of Somalia and USR in designing, implementing, and managing the USR activities.

The USR Manager will lead the USR Unit of MoLSA and be responsible for leading on the national socio-economic survey, in close consultation with all the relevant stakeholders, while ensuring compliance with the USR Operations Manual, Data Protection Operations Guidelines and the Somalia Data Protection Act. This includes ensuring that best practices on data collection, processing, data sharing, governance, protection and privacy, security and effective management are ensured. The incumbent will ensure that while ensuring compliance, data is collected, stored and shared efficiently to ensure maximum benefit accruing to targeting decisions for pro-poor programs. The USR Manager will report to the Director General, MoLSA for data management and to the USR Oversight Board for all matters related to data protection, privacy, security and sharing.

  • Responsibilities of the assignment

The overall responsibilities of USR Manager are (i) Supervise and guide the work of USR team on survey design, planning and implementation of operations including communication, mobilization, registration, targeting, case management, monitoring and evaluation, in consultation with implementation stakeholders, (ii) Ensure effective management of the USR as per key documents (Project Document, Project Agreement, Financing Agreement, Operations Manual, Data Protection Operations Guidelines), (iii) Lead on technical and administrative management of the USR, (v) Carry out other activities detailed in the Terms of Reference (TOR) for the assignment that can be found at the following website: www.molsa.gov.so.

  • Selection Criteria:

Selection shall be based on qualification and experience of the candidate and followed by an interview. The minimum qualification, experience and skills should include:

  • Master’s or equivalent degree in a relevant field/discipline of Computer Science, Computer Engineering or relevant related specialization. Candidates with other specializations may also be considered in lieu of significant experience in management of registries.
  • Minimum of 7 years of relevant professional experience with ID/Social or other registries
  • Minimum of 7 years of management experience
  • Strong spoken and written communications skills, including the ability to speak and write persuasively and present ideas clearly and concisely
  • Experience in conducting stakeholder consultations and facilitating dialogue among policy makers
  • Duration: The duration for the assignment is 12 months, renewable based on satisfactory performance and availability of budget.
  • The Ministry of Labour and Social Affairs now invites eligible Individual to indicate their interest in providing these services. Interested Individual Consultants must submit their Curriculum Vitae (CV) and cover letter indicating that they are qualified to perform the services.
  • The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017, August 2018, November 2020 and September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
  • A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations.
