The Federal Government of Somalia -FGS, through the Somalia National Bureau of Statistics -SNBS, has received financing from the World Bank toward the implementation of Somali Integrated Statistics and Economic Capacity Building -SISECB Project.

The project aims at strengthening the country’s national statistics system, the monitoring and evaluation -M&E system, and improving programing and analytical capacity of the government’s macroeconomics and fiscal programming agencies to enable them to regularly assess, analyze and improve their public policies and programs performance and results. Specifically, the project aims at: -1 Strengthening the national statistics system; -2 Strengthening monitoring and evaluation capacity; and -3 Building economic policy analysis and economic planning capacity. The proposed project will be funded jointly by the World Bank and other development partners.

The major goal of the endline evaluation is to analyze the overall impact and effectiveness of the implementation of NDP-9. The evaluation will measure the achievement of NDP-9 objectives and analyze the extent to which its aims have been attained. Analyze the effectiveness, efficiency and sustainability of the applied strategies. Provide evidence-based understanding of best practices, obstacles and opportunities for change. The SNBS now invites eligible firms to indicate their interest in providing the Services. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services -brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. The short listing criteria are as follows:

  • Core business of the firm and at least 10 years in business. (general experience in general experience in project management, economic development, monitoring and evaluation).
  • Experience of conducting similar assignments (at least 5 years’ experience in delivery of similar assignments Monitoring and Evaluation projects. Experience in World Bank financed assignments of similar nature will be an added advantage. The Consultant shall provide the name and contact address of the Client (office and e-mail address and telephone number), date(s) of execution, name (s) of lead and associate firms, contract amount and financing sources.
  • Experience of relevant services in an environment similar to that of Somalia; and
  • The technical and managerial organization of the firm. (Provide only the structure of the organization. Do not provide CVs of staff). Key experts will not be evaluated at the shortlisting stage.

Attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018, November 2020, September 2023 and Feberuray,2025 “Procurement Regulations”, setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the World Bank’s Procurement Regulations.
