Assignment Title: Individual Consultant: Operational, Financial, and Business Planning Capacity Building for South Sudan Electricity Corporation (SSEC)

  • BACKGROUND

The Government of South Sudan, through the Ministry of Finance and Planning and the Ministry of Energy and Dams has secured financing from the World Bank towards the cost of the South Sudan Energy Sector Access and Institutional Strengthening Project (ASSIST) and intends to apply part of the proceeds towards recruitment of Individual Consultant for Operational, Financial, and Business Planning Capacity Building for South Sudan Electricity Corporation (SSEC)

2.0 OBJECTIVE OF THE ASSIGNMENT

The primary objective of this consultancy is to strengthen SSEC’s operational and financial capabilities while developing a strategic business plan. The focus is on enhancing operational effectiveness, financial sustainability, and human resources management to support sustainable growth and improved energy

.3.0 BRIEF SCOPE OF THE ASSIGNMENT

  • Conduct a comprehensive analysis of SSEC’s financial and operational processes, including budgeting, accounting, procurement, asset management, revenue collection, and customer service.
  • Conduct a comprehensive assessment of the current operational strategies of SSEC.
  • Identify strengths, weaknesses, opportunities, and threats (SWOT) related to SSEC's operations and business environment
  • Develop and implement best practices to optimize SSEC’s financial and operational workflows.
  • Provide recommendations for improving human resources management, including talent acquisition, training, development, retention, and motivation.
  • Design and implement strategies to diversify revenue streams, including initiatives to increase revenue collection rates

The Government of the South Sudan now invites eligible candidates (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

4.0 QUALIFICATIONS AND EXPERIENCE

The consultant should have the following minimum qualifications:

Qualifications

Advanced degree in Business Administration, Economics, Finance, Energy Management, or a related field.

Experience

  • Minimum of 10 years of experience in business planning, financial management, or utility management in the energy sector.
  • Proven experience in developing and implementing strategic business plans and conducting operational assessments.
  • Experience in conducting SWOT analyses and developing optimization plans.
  • Excellent analytical, report-writing, and communication skills, with proficiency in financial modeling software.
  • Familiarity with human resources management best practices and operational efficiency strategies.
  • Ability to engage effectively with diverse stakeholders, including government officials, utility representatives, and development partners.
  • Experience working with government institutions, utility companies, or international development organizations.
  • Familiarity with regional and international electricity market standards and best practices.
  • Proficiency in MS Office software, especially Excel and PowerPoint

The attention of interested individual Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017, August 2018, November, 2020, and September, 2023 setting forth the World Bank’s policy on conflict of interest. Please refer to paragraph 3.17 of the Procurement Regulations on conflict of interest related to this assignment which is available on the Bank’s website athttp://projects-beta.worldbank.org/en/projects- operations/products-and-services/brief/procurement-new-framework.

A Consultant will be selected in accordance with the Individual Consultant Selection Method set out in the Procurement Regulations.

5.0 DURATION OF THE ASSIGNMENT:

The assignment shall be for a period of initial fourteen (14) months and renewable subject to availability of funds and satisfactory performance
