BACKGROUND INFORMATION:

The Government of The Gambia in collaboration with The World Bank is implementing The Gambia Infrastructure Project (GIP) with the development objective to “increase resilient transport and energy access and strengthen institutional capacity in the provision of transport and energy services in The Gambia”. The project is to be financed by an International Development Association (IDA) Grant. The project aims to: (a) upgrade infrastructure access and network resilience through targeted investment in transport and energy investments in rural and urban areas; and (b) build capacity in the management of public service delivery by incorporating modern technologies and incentives for private sector participation. The implicit theory of change is that developing resilient and safe access to transport and energy infrastructure while simultaneously establishing the foundations for contemporary sector policy, planning, and regulation will improve management capacity for higher quality service delivery, ultimately strengthening resilient and safe access to transport and energy systems. Institutional and organizational capacity for road asset management will facilitate more efficient maintenance programming and motorization management interventions will support transitioning to a cleaner and safer vehicle fleet through more stringent vehicle inspection and emission standards. Strengthening the adequacy and responsiveness of the energy sector regulatory framework to increase the penetration of renewables and imports into the energy mix, together with the introduction of energy efficiency performance standards, will support the resilience of energy systems.

Component 4: Project Management and Capacity Building

Objective

The officer will provide communication support in the implementation of the project activities. He/She will be responsible for the development and the implementation of the Project’s communications work plan to increase the exposure of its achievements. He/she will also provide expert communications advice to the Project Coordinator and organize trainings for media personnel and project visibility events, draft human-interest stories, support the production of audio-visual material and develop project briefs.

Finally, the officer will work with the World Bank’s External Affairs Consultant to ensure strong visibility and positioning of the Project in the media in line with the World Bank Group guidelines

Key responsibilities

  • Support the CPCU’s communication efforts, through designing and implementing communications strategies and campaigns to promote effective communication on the World Bank’s funded programs in the country, targeting external and internal audiences.
  • Produce and disseminate communications products (e.g. media packets, news releases, brochures, Q&As, multimedia content for websites, briefing notes) that are strategic and on-message about the CPCU programs, its policies and operations.
  • Liaise and maintain relationships with key internal and/or external constituencies (e.g., civil society, academia, businesses, local government agencies, the media, and government communications staff) to identify opportunities for strategic partnerships that contribute to strengthening the project’s effectiveness.
  • Provide communications support (speech writing, talking points, media management, stakeholder engagement) to senior staff.
  • Oversee the development of content for and maintenance of The project website and social pages, in coordination with the World Bank team.
  • Assist in planning and coordinate scheduling, logistics and briefings for sometimes large communications activities and events, missions and speeches, press conferences, seminars, involving external or internal audiences.

Qualifications and Experience

  • Master’s degree (Communications, International Relations/Public Affairs, Journalism, or other related field) with five years relevant experience or a Bachelor’s degree in a related field with seven years of relevant experience.
  • Good knowledge of current and historical economic, social, political and development issues in The Gambia.
  • Good understanding of communications approaches, tools, and methodologies for planning, executing, and monitoring communications strategies – e.g., campaign management, social marketing, opinion research, outreach tactics, message targeting.
  • Good understanding of current development topics, issues and institutions in The Gambia.
  • Ability to work effectively under stress and tight deadlines; ability to prioritize and juggle multiple tasks within tight deadlines.
  • Strong computer skills; proven ability to use standard and customized technology packages, e.g., Internet, Word, Outlook, PowerPoint, Excel, etc.

  • Lead and Innovate - applies critical thinking to current approaches, identifying areas for improvement; must operate comfortably with shifting needs, ambiguity.
  • Makes Smart Decisions - bases decisions on fact-based analysis, considering past experience and future risks. Contributes to team decisions by bringing the same rigor.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 and revised sixth edition February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Selection (IS) method set out in the Procurement Regulations.
