PATHWAYS TO SUSTAINABLE LIVELIHOODS PROJECT (PSLP)

ADVERT FOR COMMUNITY MOBILISATION FACILTATOR X 3 (NISSA Positions)

INDIVIDUAL CONSULTANT

1 YEAR CONTRACT

  • Background Information The Government of the Kingdom of Lesotho through the Ministry of Gender, Youth, Sports, Culture and Social Development (MoGYSC&SD) has secured credit from the World Bank in the amount equivalent to US$26.5 million toward implementation of Pathways to Sustainable Livelihoods Project (PSLP) for a five (5) year period up to 2027. The Ministry intends to use part of the proceeds of this credit for an individual consultant to act as a community mobilization facilitator. The consultant shall support the implementation of component 3 of the Project.
  • Background for the Assignment. The NISSA Unit of MGYSACSD requires services of three Community Mobilisation Facilitators (CMFs) to support community mobilisation and sensitisation of rural communities for smooth implementation of NISSA Expansion. Under the direct supervision of the NISSA Manager and in collaboration with Community Based Targeting and Validation Officers, the position leads the communication and information strategy of NISSA at community level to make ensure that all stakeholders such as Community Councillors, Chiefs, and Households are knowledgeable about NISSA methodology and schedules of NISSA activities in their respective villages.
  • Roles and Responsibilities The CMFs will be in charge of the following;
  • Hold community gatherings (lipitso) at community level for sensitisation of communities on NISSA
  • Distribute NISSA IEC Materials to communities and ensure that enough IEC Materials are available for distribution.
  • Ensure that Village Chiefs receive notification letters detailing schedules and roles of key stakeholders during NISSA activities
  • Liaise with Information office to arrange Radio announcements and participate in Radio Slots for sensitization on NISSA activities in the assigned Community Councils.
  • In collaboration with district staff and supervisors of Data Collection Teams, set up appointments with individual village chiefs based on their route plan (deployment plan), to prepare the villages for the Data Collection Teams’ (DCT) arrival.
  • Conducts households estimate listings e.g., names and surnames, number of total households
  • Provide guide in election of Village Assistance Committees
  • Training of Village Assistance Committees
  • KNOWLEDGE, SKILLS AND EXPERIENCE
  • Degree in Social Sciences and or related field
  • 3 Years’ experience with community development activity research Other requirements;
  • Computer literacy (Microsoft suite)

  • Excellent interpersonal and people skills
  • Methodical and disciplined approach to work
  • Good reporting skills and prepares weekly and monthly reports.
  • Be able to work under pressure/ after hours
  • Be prepared to work in remote areas where there is no network etc.
  • Fluency in English and Sesotho speaking
  • Good communication skills
  • Good facilitation skills
  • Culturally sensitive (respect different cultural diversities)
  • Presentable attire/ good attire which show respect to different age groups in a community.
  • Reporting The community mobilization officer reports to the PFU Coordinator, working under the close supervision of NISSA Manager.
  • Period of the Assignment The duration of the contract is one year with renewable subject to satisfactory

performance and project needs.

  • Facilities to be Provided by Client The Ministry of Gender, Youth, Sports, Culture and Social Development will provide office space, computer, furniture, data and all services for communication purpose.
  • Selection Arrangement Selection of the position holder, Individual Consultant, will be in accordance with the World Bank’s Procurement Regulations for ICs.
