Assignment Title: CONSULTANT TO DEVELOP AND IMPLEMENT THE IGCA LAND REGULARISATION PLAN

The Government of Angola has received financing from the World Bank Group's International Bank for Reconstruction and Development (IBRD) toward the cost of the Accelerating Economic Diversification and Job Creation Project (Diversifica Mais), so it intends to apply part of the financing resources to contract the services of an individual consultant for the position of consultant to draw up and implement the land regularization plan.
The consultant will assess current land tenure conditions, propose an appropriate approach to land registration, taking into account the particular conditions and difficulties of regularisation in the Lobito Corridor, and recommend political and institutional frameworks for improving land governance in the future, among others.

The Accelerating Economic Diversification and Job Creation Project (Diversifica Mais) of Ministry of Planning now invites eligible individual consultants to indicate their interest in providing the services. Interested individual consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.). The Consultant must have the following qualifications and expertise:
- The Specialist should have a bachelor's or master's degree in areas such as Land Management, Urban Planning, Architecture, Geography, Law, Surveying/Topography, Land Use Planning or related areas;
- Have a minimum of 10 years' experience in Land Regularisation and Property Registration;
- Proven experience in the design and implementation of land registration projects, particularly in African countries;
- Knowledge of Land Legislation, Spatial Planning and Property Registration. Familiarity with land tenure policies and the legal framework of Angola (or other Portuguese-speaking countries) is an advantage;
- Proven experience in public consultation and working with vulnerable groups;
- Proven experience in integrating social and environmental risk management into land or infrastructure projects is an advantage;
- Knowledge of applicable environmental and health and safety legislation and regulations, land legislation, spatial planning, and land registration
- Proven ability to mediate and liaise between institutions and land conflict mediation processes;
- Proficiency in Portuguese is an advantage.
The duration of the assignment will be 18 months, with an initial performance evaluation period of 6 months, and it may be extended upon mutual agreement and in case of satisfactory performance.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” revised in September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
