- The Botswana Government has received financing from the World Bank toward the cost of Mambo Wastewater Treatment Plant. The Water Utilities Corporation, an implementing agency of the client intends to apply part of the proceed toward payments under the contract for “Design and Build Services for Refurbishment and Upgrading of Mambo Wastewater Treatment Plant and Associated Works”.
- The Water Utilities Corporation (WUC) intends to initially select Applicants for Design and Build Services for Refurbishment and Upgrading of Mambo Wastewater Treatment Plant and Associated Works.
- The overall scope of work is to design and build the rehabilitation works of Mambo WWTP in addition to construction of the new treatment facilities in Francistown. The WWTP is located alongside the Tati River in the South of Francistown. Works includes but is not limited to the following main aspects:
- Rehabilitation and modernization of the Mambo WWTP, including inlet works and pre-treatment, denitrification tanks, trickling filters and humus tanks, sludge digesters, control and instrumentation, and water reuse system
- Preparation of the design and construction of all temporary works, including all buildings; storage places, access roads and other WWTP structures needed for his work.
It is expected that the Request for Proposals will be made in July 2021
- Applicant’s qualifications requirements include;
- Experience under construction contracts in the role of prime contractor, JV member, subcontractor, or management contractor for at least the last 10 (ten) years, starting 1st January 2011. For the design and professional services related experience of the joint venture, experience under similar design and professional services contracts as lead consultant or associate consultant for at least the last 5 years, starting 1st January 2011.
- minimum number of 2(two) similar contracts specified below that have been satisfactorily and substantially completed as a prime contractor, joint venture member , management contractor or subcontractor between 1st January 2011 and Application submission deadline: 2 (two) contracts of equal or more than US $25,000,000 (Twenty five million dollars) each. A minimum experience, using the above or other contracts, in at least 2 (two) contracts shall be demonstrated for the following key activities: Successful experience of specific construction experience, specific Design experience and Experience in managing Environmental & Social(ES) aspects, Design and Build Experience is Not a mandatory qualification but is a rated experience : under contracts implementing wastewater treatment processes, wastewater treatment plants, of which one encompasses a trickling filter, sludge treatment, wastewater collection and pumping stations (submersible and dry-well), and process control technology.
- The Applicant shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the cash flow requirements estimated as US$ 5,300,000 (five million three hundred thousand dollar) for the subject contract(s) net of the Applicants other commitments.
- Minimum average annual construction turnover of US$ 48,000,000 (forty eight Million US Dollar) calculated as total certified payments received for contracts in progress and/or completed within the last 5 (five) years, divided by 5 (five) years.
- The audited balance sheets or, if not required by the laws of the Applicant’s country, other financial statements acceptable to the Employer, for the last 5 years shall be submitted and must demonstrate the current soundness of the Applicant’s financial position and indicate its prospective long-term profitability.
- Certificate of incorporation for international companies, PPADB Registration for local companies - Code 05 - Water and Sewage Treatment Plant Works; Sub code 01 Water and Sewage Treatment Plants – Grade E; Consultants-Code 303 Civil Engineering Services, Sub code 08 Irrigation, water supply and sanitation/sewerage, Grade E.

Initial Selection will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016 which can be found on the website: www.worldbank.org, (“Procurement Regulations”), and is open to all eligible Applicants as defined in the Procurement Regulations.
- Interested eligible Applicants may obtain further information from the Water Utilities Corporation at the address below during office hours. A complete set of Initial Selection documents in English may be purchased by interested Applicants on the submission of a written application to the address below and upon payment of a nonrefundable fee of US $250 (two hundred and fifty American Dollar) or P2500.00. The method of payment will be bank transfer. The account number for payment is Water Utilities Corporation, Absa Bank Industrial Branch, Gaborone, Current Account No: 1447860. The document will be sent by e-mail.
- Pre-Application Meeting will be held: Yes, through Microsoft Teams. The meeting will be held on 30 March 2021, Time 1000 hours Botswana time.
- Applications for Initial Selection should be submitted in clearly marked envelopes and delivered to the address below by 1400 hours, Botswana Time on 27 May 2021.Late applications will be rejected.

Submission of proposals
Applicants shall have the option of submitting their Proposals through “One drive”.
The PDF copy of the Initial Selection Application submission should be submitted through ONE Drive. The Initial Selection Application file should be password protected. The procedure is:
- Applicants will be sent a link to upload the Initial Selection Application submission files into a folder marked “Initial Selection.”
- The Applicant is to upload the submission into the Initial Selection folder. Applicants are to then send the link to the following email: [email protected]. Access to the link must be managed to view only.
- The Initial Selection submission MUST be password protected .
- The Password should be sent separately to WUC Internal Audit email: [email protected]. The Applicant will receive submission confirmation email from the WUC once the Application is received by e-mail.
- Clarity in Password rules and character composition
- The length of password used should be 6-8 characters.
- Use of Special characters, numeric numbers, i.e. avoid using the number zero (0) as it conflicts with letter ‘O’.Synchronizing Folder access cut of date with Application submission date.
