  • The Government of the Kingdom of Eswatini (GoKE) has received financing from the World Bank toward the cost of the Network Reinforcement and Access Project. The Eswatini Electricity Company (EEC), the implementing agency of the Borrower intends to apply part of the proceeds toward payments under the Contracts for the Construction of 132kV Transmission Line from Nhlangano II to Lavumisa (approximate length of line: 84 km), as well as the construction of three new 2x20MVA 132/11 kV substations at Hluthi, Matsanjeni and Lavumisa, 132 kV Bay extension at existing Nhlangano-II substation.
  • The Eswatini Electricity Company (EEC) now invites sealed Bids from eligible Bidders for Procurement of Plant Design, Supply and Installation of

• Package-A: 132kV Transmission Line from existing Nhlangano-II substation to proposed Lavumisa Substation via interconnecting substations at Hluthi and Matsanjeni

and

• Package-B: 2x20MVA, 132/11kV Substations at Hluthi, Matsanjeni & Lavumisa, Extension of 132kV Line Bay at Nhlangano-II existing substation.

3.Bidders may Bid for one or both packages, as further defined in the bidding documents. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so provided that those discounts are included in the Letter of Bid.

4.Bidding will be conducted through International Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Procurement Regulations for IPF Borrowers (July 2016) (Procurement Regulations) revised in November 2017, August 2018 and November 2020 and is open to all eligible Bidders as defined in the Procurement Regulations.

6.The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Three Thousand Emalangeni (SZL 3,000). The method of payment will be by direct deposit to specified account numbers below. The document will be downloaded from www.eec.co.sz and www.sppra.co.sz
