Reference: SS-MWRI-466022-CS-INDV• IntroductionThe Government of the Republic of South Sudan (GRSS), has received a grant from the International Development Association (IDA) to implement the Regional Climate Resilience Program (RCRP) under phase 1. The GoSS intends to utilize part of the proceeds of this financing to recruit a Procurement Officer for the RCRP.The World Bank Water Global Practice has a portfolio of investments in South Sudan under implementation, focusing on flood management and water resources management. Through the Regional Climate Resilience Project (RCRP)- (P180171), a total of US$215 million of International development Association (IDA) resources has been allocated towards water sector priorities in South Sudan, implemented by the Ministry of Water Resources and Irrigation (MWRI), to strengthen institutions and information at national and sub-national scales to better manage water resources for climate adaptation and support climate resilient flood risk management in selected river sub-basins of South Sudan. On the other hand, the MWRI will also implement the proposed National WASH project (P505316) that aims to increase access to water supply, sanitation and hygiene services and strengthen sector institutions in the project areas. The National WASH project is still under preparation and aims for FY25 board approval.Both Projects will be implemented under joint PIU where technical assistance under the project management component is needed to leverage opportunities for capacity building of a hybrid implementation modality and to support aspects such as M&E, implementation of Environmental and Social Standards, fiduciary capacity building, etc.2.The objective of the assignment is to work with the Senior Procurement Specialist (SPS) to manage all procurement activities of the RCRP and the National WASH Projects, in adherence to the World Bank Procurement Regulations for IPF Borrowers July 2016, and current Edition September 2023, including the planning, implementation and supervision of all procurement operations under the two projects.3. Duration of Assignment: This is a two-year assignment with the possibility of contract extension based on satisfactory annual performance assessment after the first year, and the availability of funds. There will be a semi-annual evaluation and end of year evaluation as well.4. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:5.1 Academic/Professional Qualification and Experience.i. First degree in Public Procurement Management or any other relevant discipline (e.g. Business, Law, Engineering, Public Administration or other relevant university degree, etc. with minimum of 7 years post graduate experience in procurement, and contract management in the public sector). A Master’s degree will be an added advantage.5.2 Specific experience and competences Requiredi. Minimum 3 yrs experiences as procurement officer implementing projects financed by multilateral or bilateral organizations is required.ii. Must have good knowledge of procurement policies and procedures of multilateral financial institutions (e.g. the World Bank, African Development Bank) and development cooperation agencies;iii. Must have good working knowledge of the institutional, technical, and commercial aspects of procurement.iv. Excellent skills in project management and communications, both written and oral (English), demonstrated in previous jobs.v. A professional qualification in procurement from the Chartered Institute of Purchasing and Supply (CIPS) U.K. or the Institute of Supply Management, (ISM) USA will be an added advantage (but not a requirement).vi. Proven track record in working effectively within multidisciplinary teams.6. The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 and September 2023 edition [Procurement in Investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest.7. An Individual Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations. Government officials or civil servants of the Republic of South Sudan will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advertisement; and (ii) their employment will not create Conflict of Interest.
