• The Government of the Republic of Sierra Leone has received financing from the World Bank toward the cost of the Enhancing Sierra Leone Energy Access Project (ESLEAP) and intends to apply part of the proceeds toward payments under the contract[1] for the supply of Medium Voltage & Low Voltage Cables, Aluminium Conductors, Jointing & Termination Kts and Insulators. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments that the contract provides to be made through a Designated Account.

• The Electricity Distribution and Supply Authority (EDSA) now invite sealed Bids from eligible Bidders for the Supply of Medium Voltage & Low Voltage Cables, Aluminium Conductors, Jointing & Termination Kts and Insulators as summarized below:

• Bidding will be conducted through international competitive procurement using a Request for Bids (RFB), One Stage Two Envelopes as specified in the World Bank’s “Procurement Regulations for IPF Borrowers”, revised February 2025 as per legal agreement (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

The Bidding Document can be inspected during office hours (09:00 to 17:00 hours), on Mondays to Fridays at the address given below.

• The bidding document in English Language may be purchased by interested and eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of NLE 3,570 (Three Thousand Five Hundred and Seventy New Sierra Leone Leones), an equivalent of US$150 (One Hundred and Fifty United States Dollars). Submission of the payment advice will serve as evidence to collect the Bidding Documents. The bidding document will be sent by email in a soft copy.

• Bids must be delivered to the address below on or before 12:00 (Mid-day) Sierra Leone Time on 17th October 2025. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 17th October 2025, 12:15 Noon Freetown Local Time. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in the safe custody of the Purchaser until the second public opening.

• All Bids must be accompanied by a Bid Security of US$11,500 (Eleven Thousand Five Hundred United States Dollars).

• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
