Assignment: Development of a Database System and Digitization of GRM reporting

Location: Juba, South Sudan

BACKGROUND:

The Government of South Sudan has received World Bank financing through MGCSW for the Women's Social and Economic Empowerment Project. The Ministry seeks an IT consultant to develop a consolidated platform managing quantitative data from SSWSEEP implementation.

OBJECTIVE:

Provide MGCSW with a unified database system and deploy a digital grievance redress mechanism using appropriate platforms for complaint registration, investigation, feedback, and reporting.

SCOPE OF WORK:

• Unified Database Development: Create comprehensive data management system with Power BI dashboards and geospatial tools

• Workflow Solutions: Develop internal processes integrating with existing systems

• Compliance Training: Conduct data protection training and facilitate partner registration

• Digital GRM System: Implement functional grievance redress mechanism with documentation and reporting capabilities

KEY DELIVERABLES:

• Functional unified database system with integration documentation

• PMU workflow solution with user interfaces

• GRM reporting platform with Kobo tool integration

• 6-month operational support and maintenance

DURATION: 8 weeks

FIRM QUALIFICATIONS:

• Minimum 3 years operational existence as ICT firm

• At least 1 similar assignment completed in last 3 years

• Experience in software deployment and API architecture preferred

KEY PERSONNEL REQUIRED:

• Project Manager (10+ years experience, Agile methodology, Blockchain certification)

• IT Specialist (Computer Engineering degree, IoT expertise)

• GBV/GRM Specialist (6+ years GBV/GRM experience)

• Frontend Developer (2+ frontend frameworks knowledge)

• Quality Assurance Engineer

• GIS Expert
