- The Gambia Ministry of Health (MOH) has received financing from the World Bank toward the cost of The Gambia Essential Health Services Strengthening Project (P173287) and intends to apply part of the proceeds toward payments under the contract for the Provision of user devices for the integration of electronic civil registration and statistics system (eCRVS) and national identity system. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
- The Ministry of Health Projects Coordination Unit (PCU) now invites sealed Bids from eligible Proposers for an identity software to integrate with an existing electronic Civil Registration and Vital Statistics (eCRVS) system to produce identity cards including national identity cards, health insurance cards, residential permits, and driver’s license.

| 14 | Program Completed | 30The Supplier must provide high demand support during the rollout in all regions to ensure most problems are resolved within 24 hours. The Technical Support must cover until the acceptance of the implementation in all regions based on the defined Service Level Agreement (SLA). The Supplier must provide a Warranty Defect Repair Service from the period of an acceptance of the implementation in all regions until the Program Completed to ensure the system continues to work as specified. The Government is separately acquiring the user hardware that will be required.3. The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations.4. Interested eligible Proposers may obtain further information from through email from the MOH PCU Coordinator, Mr. Abdoulie Mam Njie, Email: [email protected].5. The bidding document in English will be provided for free in PDF format to the interested eligible Proposers upon the submission of a written application to the email address [email protected]. The document will be sent by email.6. Bids must be delivered via email and hard copy on or before 02 August 2024, at 12:00Noon. Late Bids will be rejected. Bids will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend at the address below. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below 02 August 2024, at 1:00 pm Banjul time. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening.7. All Bids must be accompanied by a Bid Security of US$10,000.00.8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.9.
