  • Background

Prosopis juliflora, introduced to Somaliland in the 1980s, has become a severe invasive species, infesting over 550,000 hectares of rangelands, farmlands, and water points. Its rapid spread threatens biodiversity, water resources, pastoral livelihoods, and food security. The Ministry of Environment and Climate Change (MoECC) seeks to develop a National Prosopis Management Strategy to control its spread, restore ecosystems, and harness potential socio-economic benefits through sustainable utilization. This TOR outlines the requirements for hiring a consulting firm to deliver the strategy in alignment with regional best practices (e.g., Ethiopia, Kenya) and international frameworks (FAO, IUCN).

2.Duties and Responsibilities

Key Strategic Goals:

The Consultant will have the following key responsibilities among others Minimize ecological and socio-economic impacts of Prosopis, Promote sustainable utilization (e.g., charcoal, fodder, bioenergy), Strengthen cross-sectoral and regional collaboration, Map Prosopis distribution, density, and hotspots using satellite imagery and field surveys, Document ecological degradation (biodiversity loss, water depletion) and socio-economic effects (livelihood losses, gender disparities), Regional Benchmarking: Analyze lessons from Ethiopia, Kenya, and IGAD frameworks, Define clear, measurable goals aligned with Somaliland’s climate resilience agenda, Mechanical, chemical, and biological control protocol, Value-chain development for Prosopis-derived products, Legal and institutional reforms for invasive species management, Design participatory workshops, gender-inclusive approaches, and roles for communities/NGOs, S/he will undertake all other specific tasks detailed in the Terms of Reference (TOR) that can be found at the following https://mopnd.govsomaliland.org/articles/tor or can be provided upon submission of application (in person or by e-mail).

3.Selection Criteria: The selection shall be based on qualifications, experience and skills of the candidate and followed by an interview. The required qualifications and experience include:

  • Core Expertise:
  • Proven experience in invasive species management (Prosopis juliflora preferred).
  • Experience in GIS mapping, ecological restoration, and socio-economic assessments.
  • Familiarity with pastoralist contexts in arid/semi-arid regions (Horn of Africa experience is an asset).
  • Key Experts:
  • The Consultant Should have: Master’s degree in ecology/natural resource management; 10+ years’ experience.
  • GIS/Remote Sensing Experience: Proficiency in ArcGIS or QGIS; experience in NRM and invasive species mapping and share similar old experience and products
  • The Consultant should have Socio-Economist: Expertise in livelihood analysis and gender-responsive planning.
  • Community Engagement: Experience in participatory approaches in fragile

The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017 August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

The Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.

  • TIMING Duration of Assignment:

The Consultant shall be contracted for an initial 6 Months.

The Ministry of Planning and National Development now invites eligible Individual Consultants to indicate their interest in providing above-mentioned services. Interested consultants must provide the following (i) Curriculum Vitae (CV) with 3 reference persons; (ii) copies of certificates of academic qualifications; and (iii) cover letter indicating that he is qualified to perform the services.
